Description Position Start Date: January 1, 2027This position is a high priority for our District for the 2026-2027 academic year and is contingent upon continued available district, grant and state funding.
Overall Responsibilities:Reporting to the Superintendent/President, the Assistant Superintendent/Vice President, Instruction, serves as the District's Chief Instructional Officer and is responsible for the overall leadership, direction, administration, and oversight of the District's instructional programs, services, and operations. The Assistant Superintendent/Vice President provides executive leadership and strategic direction for academic planning and the continuous improvement of teaching and learning; promotes innovation and responsiveness to the educational, workforce, and community needs of a diverse student population; and ensures instructional operations align with the District's mission, strategic priorities, and applicable legal, regulatory, accreditation, and collective bargaining requirements.
As a member of the Executive Cabinet, the Assistant Superintendent/Vice President, Instruction, collaborates across the District and through participatory governance processes to advance institutional priorities, effective resource allocation, student success, and continuous improvement. The position represents the District with educational, community, business, governmental, and professional organizations and provides executive leadership on matters affecting instruction and the mission of the college.
Salary Placement:This twelve (12) month per year position will be on an individual contract. This classified administrator position will be placed on Range 24 of the Administrative Salary ScheduleStep placement is based on experience. All administrators are on an employment contract and exempt from overtime and compensatory time accumulation.
Example of Duties - Provides strategic vision, policy analysis, and organizational support to instructional programs and services.
- Acts as an advisor in instructional matters; provides leadership in instructional planning.
- Encourages program innovation and renewal through academic leadership and vision in instruction and program development in transfer, career education, and non-traditional programs.
- Collaborates with District constituent groups and provides leadership to the development of partnerships with business, industry, government, educational institutions, and community organizations in the planning and implementation of educational and student support programs.
- Strategically supports the District's integrated planning framework and related comprehensive educational and facilities planning that supports the needs of the community.
- Provides leadership on enrollment management and collaborates with the office of student services by planning and directing effective instructional programming including the schedule of classes, room utilization, instructor load, and student retention.
- Understands funding models and provides leadership and direction in the development, administration, and monitoring of instructional budgets and resources.
- Provides administrative leadership and oversight for curriculum development and program development and evaluation, instructional support services, learning resources services, and all instructional programs.
- Works directly with Institutional Research in the development of institutional research projects related to instruction and student learning.
- Responsible for maintaining and updating the college catalog.
- Provides leadership for long-range instructional development, including grants, partnerships, and collaboration with federal, state, local, and private or public agencies and organizations.
- Fosters articulation agreements with other education institutions through partnership development.
- Understands and promotes the role and use of technology in the instructional environment, including courses provided through multiple modalities.
- Reviews budgets and oversees instructional staffing and resource allocation systems (e.g. equipment, facility modifications, supplies, regular faculty and classified positions).
- Provides leadership and oversight for instructional program review and the evaluation and achievement of established goals and outcomes.
- Ensures the timely and effective evaluation of all instructional personnel in accordance with District policies, procedures, and collective bargaining agreements.
- Monitors changes in laws, regulations, accreditation standards, and other requirements affecting instruction and provides leadership to ensure appropriate implementation and compliance.
- Supports the District's accreditation liaison officer and works with the Superintendent/President to ensure accreditation standards are maintained.
- Provides leadership in the development, assessment, implementation, and continuous improvement of student learning outcomes.

Executive Cabinet Responsibilities:
- Interpret, implement, and manage board and administrative policies related to District services, ensuring compliance with regulations and best practices in community college administration.
- Research, update, and present changes to Board Policy and Administrative Procedures to the Superintendent/President for preparation for the college policy council and board of trustee's meetings.
- Collaborate with Executive Cabinet members to assist the Superintendent/President in developing and executing policies and strategic plans that align with District goals.
- Participate in district-wide governance and budget development committees, chairing those responsible for enrollment and instructional matters. Understands and supports the role of faculty and staff in participatory government.
- Prepare, review, and approve fiscal and legal documents, such as contracts and funding applications.
- Communicate with stakeholders to coordinate activities and resolve issues, managing community relations as needed.
- Maintain a variety of records and reports related to Instruction and Instructional Technology programs, projects, and activities.
- Attend and conduct meetings, prepare board agenda items, and participate in the collective bargaining process and relevant conferences.
- Represents the college in the community; serves as needed on statewide committees and in professional organizations.
- Serve on the District's negotiating teams for union represented constituent groups, as assigned.

Qualifications and Minimum Requirements Minimum Qualifications: - Possession of a master's degree or higher from an accredited college or university. All required degrees must be earned and conferred by the position start date of January 1, 2027; and
- Five years of increasingly responsible full-time administrative experience in an institution of higher education.
Desirable Qualifications:- Possession of a Ph.D., Ed.D., or terminal degree;
- At least three years of teaching experience at the college or university level; community college teaching experience is preferred;
- Familiar with provisions of the California Education Code, the California Code of Regulations, and federal regulations that bear on the operations of the college.
Physical Characteristics:Position is a stationary position and requires use of a computer for extended periods of time plus frequent periods of movement from one area to another, which may include traversing to different floors of a building; operating a computer and related equipment; communicating and providing information to others; working with various materials and objects; frequently exert 10 to 20 pounds of force to move objects; may be exposed to occasional contact with dissatisfied individuals; and travel from site-to-site.
