JOB SUMMARY:
The Assistant Superintendent is responsible for field execution of jobsite management including building control and layout, pre-task planning, ordering materials in advance of need, execution of site specific and company health and safety plan, stormwater management, jobsite organization, and direction of JHL craft labor, coordination of subcontractors, jobsite quality control, and various tasks as assigned by Superintendent. The successful candidate will have extensive industry experience that demonstrates excellent understanding of the unique needs and requirements of projects, departments, and systems.The role involves fostering positive long-term relationships with business partners and ensuring the safe, on-time, and quality delivery of the project within budget.
REQUIREMENTS AND QUALIFICATIONS:
Core Duties / Responsibilities:
- Demonstrates strong knowledge of utility construction and exceptional jobsite management skills; Delivers on key projects and commitments via professional knowledge and leadership abilities.

- Aids Superintendent in on-time delivery while maintaining team focus on safety, quality, and budget.
- Fully understands and effectively utilizes drawings, specifications, subcontract agreements and purchase orders.
- Works with Superintendent to effectivelymanage delivery schedules and material procurement.
- Leads, implements, and enforces jobsite safety requirements and JHL Quality Assurance Program.
- Assists with job set-up, communications, safety compliance, record-keeping, QC and closeout.
- Supports direct reports through regular communication; Develops competencies and skill sets via active engagement in performance management process, employee development, and problem-solving.
- Assist with miscellaneous department duties, administrative tasks, and team initiatives.
- Participate in continuous improvement training programs, including ASTA scheduling, 811 locates, stormwater management, company safety protocols, OSHA standards, Warranty Core, and HCSS, to enhance skills and promote best practices.
- Assist in the preparation and accuracy of daily reports, ensuring they comprehensively document all key activities, progress, and any issues encountered during the day. This includes verifying that reports reflect accurate data and are submitted in a timely manner.
- Expected to allocate approximately 80% of the workday to field activities, with the remaining 20% spent in the office.
Education / Experience/ Training:
- High School Diploma / GED.
- Preferred: Education / Experience in Construction Management, or equivalent.
- At least five (5) years' experience with project leadership in utilities including strong background in mid-size to large-scale construction projects with proven ability to manage manpower, crews, and overall site organization.
- Experience in underground utility construction, including water, sanitary sewer, and storm sewer systems, is highly preferred.
- OSHA 10-Hour certification required; 30-hour preferred.

WORK ENVIRONMENT / TRAVEL:
- Exposure to various weather conditions and loud noises.
- Up to 10%, and/or daily travel as business requires during scheduled work hours.
UTILITIES SPECIFIC DUTIES:
- Assist in overseeing the construction and installation of underground utilities, including water, sanitary sewer, and storm sewer systems, ensuring compliance with project plans and safety regulations.
- Support project planning by reviewing and interpreting construction plans, specifications, and contract documents to facilitate accurate execution.
- Collaborate with project teams to develop work schedules and sequences of operations, ensuring timely completion of project milestones.
- Manage day-to-day operations on the job site, focusing on the safety, performance, and productivity of crews involved in utility installations.
- Supervise the installation of wet utilities, monitoring excavation, trenching, pipe laying, backfilling, and compaction to ensure adherence to quality standards.
- Conduct routine inspections of work to ensure compliance with JHL's quality management plan and address any non-compliance issues promptly.
- Promote and enforce strict safety protocols on the job site, ensuring all workers are trained in relevant safety procedures and utilize personal protective equipment (PPE) properly.
- Coordinate with project managers, engineers, subcontractors, and suppliers to align resources and materials effectively, ensuring all necessary permits and inspections are secured before work begins.
- Maintain clear communication with project teams, providing updates on progress, delays, and site issues, while interfacing with clients and local agencies to ensure project transparency.
- Prepare and submit daily reports in Heavy Job, documenting progress, issues encountered, and any changes to the project scope, while checking foremen's daily reports and timecards for accuracy.
- Assist in overseeing quality control (QC) processes by coordinating with testing teams to ensure all utility installations meet specified standards. Communicate effectively with testers to schedule and conduct various testing activities, including hydrostatic testing, pressure testing, jetting, CCTV inspections, and vacuum testing. Ensure that all testing is performed according to regulatory requirements and project specifications and maintain thorough documentation of test results and any necessary follow-up actions.
- Assist in coordinating the mobilization and demobilization of crews, equipment, and materials efficiently.
- Oversee the effective use of construction equipment and tools, ensuring maintenance and operational readiness.
- Monitor inventory levels of materials and supplies, coordinating procurement as needed, and assist foremen with their pre-planning capabilities.
