PURPOSE

To fill a future vacancy for the duration of the eligibility list, established for up to one year. The anticipated vacancy is a 12-month, full-time, Senior Management exempt position in the Business & Facilities Department located at the District Office in Simi Valley, California.

FILING DEADLINE:

EXAMINATION PROCESS:
A. Training and Experience (T&E) Evaluation - Qualifying (Pass/Fail)
B. Structured Interview - 100% of Final Score

The structured interview is tentatively scheduled for the week of October 19, 2026.

The structured interview will be conducted in person. This position requires regular on-site work at the Simi Valley Unified School District Office.

Purpose Statement
Under the direction of the Superintendent, plans, directs, administers, and evaluates the District's business and operational services, including fiscal services, budgeting, accounting, payroll, purchasing, warehouse operations, risk management, information technology, facilities planning, maintenance and operations, transportation, food and nutrition services, construction, modernization, and related support functions. Serves as a member of the Superintendent's Cabinet and provides leadership, advice, and recommendations regarding fiscal stewardship, operational effectiveness, facilities planning, technology governance, risk mitigation, regulatory compliance, resource allocation, and long-range strategic planning. Ensures business and operational services support student achievement, organizational effectiveness, and District priorities.

Distinguishing Career Features

The Assistant Superintendent, Business Services & Facilities is a Cabinet-level executive classification responsible for planning, directing, and evaluating the District's business and operational services. Through assigned directors and management staff, the position provides strategic leadership and oversight of major business and operational functions supporting Districtwide programs, services, and operations. The position is accountable for ensuring effective stewardship of District resources, organizational effectiveness, and compliance with applicable laws, regulations, and Board policies.
ESSENTIAL DUTIES & RESPONSIBILITIES

Essential Functions
Executive Leadership & Strategic Planning
• Serves as a member of the Superintendent's Cabinet and participates in executive leadership, policy development, strategic planning, and organizational decision-making.
• Advises the Superintendent and Board of Education on fiscal, operational, facilities, technology, risk management, and strategic resource allocation matters.
• Serves as the Superintendent's principal advisor on fiscal, facilities, operational, and business matters and provides strategic recommendations to support Board decision-making.
• Establishes strategic priorities, organizational goals, and performance expectations for assigned divisions.
• Provides executive leadership and direction through assigned directors responsible for fiscal services, information technology, facilities, maintenance and operations, transportation, food and nutrition services, purchasing, warehouse operations, and risk management.
• Evaluates strategic, fiscal, operational, and policy recommendations and establishes appropriate courses of action consistent with District goals and priorities.
• Ensures business and operational services are aligned with District goals, educational priorities, and organizational objectives.

Organizational Performance & Accountability
  • Establishes Districtwide performance measures, accountability standards, and service expectations for assigned divisions.
  • Evaluates operational effectiveness and directs continuous improvement efforts to enhance service delivery, efficiency, customer service, and organizational performance.
  • Develops and presents data-driven analyses, fiscal projections, and recommendations regarding the allocation of financial, personnel, and operational resources to support District priorities and organizational objectives; advises the Superintendent and Board of Education regarding the impacts, risks, tradeoffs, and long-term implications of proposed resource allocation decisions.
  • Reviews performance data, operational reports, risk assessments, audits, and strategic indicators to guide decision-making.
Leadership & Personnel Management
  • Evaluates the performance of assigned directors and executive management staff.
  • Establishes performance expectations, accountability standards, and organizational goals for assigned divisions.
  • Develops organizational leadership capacity through succession planning, executive coaching, and professional development initiatives.
  • Fosters a culture of collaboration, innovation, accountability, and continuous improvement.
Fiscal Leadership & Resource Management
  • Provides strategic direction and executive oversight for District fiscal operations, financial planning, budgeting, accounting, payroll, investments, cash management, and financial reporting functions.
  • Directs development of the annual budget, multi-year financial projections, and long-range fiscal planning strategies.
  • Advises the Superintendent and Board regarding fiscal solvency, budget assumptions, reserve levels, and long-range financial planning.
  • Evaluates fiscal impacts of proposed programs, staffing models, labor agreements, contracts, grants, capital projects, and strategic initiatives.
  • Provides fiscal analysis and recommendations regarding collective bargaining proposals and their impact on the District's short- and long-term financial condition.
  • Reviews financial reports, audit findings, fiscal trends, and budget performance indicators and directs appropriate corrective actions.
  • Ensures compliance with applicable fiscal reporting requirements and governmental regulations.
Facilities, Capital Programs & Asset Stewardship
  • Provides executive oversight of facilities planning, maintenance and operations, construction, modernization, asset stewardship, and capital improvement programs.
  • Establishes long-range priorities for facilities development, asset stewardship, infrastructure investments, and capital renewal.
  • Reviews, approves, and provides strategic direction regarding major facilities recommendations, capital projects, and long-range facilities plans.
  • Advises the Superintendent and Board regarding facilities utilization, enrollment impacts, construction priorities, and capital investments.
  • Provides executive oversight of bond-funded projects and other major capital improvement initiatives, as assigned.
Information Technology Governance
  • Provides executive oversight for information technology services, enterprise systems, cybersecurity initiatives, communications systems, infrastructure investments, and technology support operations.
  • Establishes technology priorities, governance practices, and investment strategies supporting instructional and operational goals.
  • Reviews major technology investments, cybersecurity risks, enterprise systems initiatives, and technology modernization plans.
  • Ensures the security, reliability, continuity, and effective governance of District information systems and technology resources.
Purchasing, Contracts & Warehouse Operations
  • Provides executive oversight of procurement, purchasing, warehouse operations, inventory management, materials distribution, and contract administration activities.
  • Establishes policies, controls, and accountability measures that promote transparency, fiscal stewardship, and compliance with public procurement requirements.
  • Reviews significant purchasing recommendations, contractual agreements, and procurement strategies.
  • Ensures procurement, warehouse, and contract administration functions support District operational and instructional priorities while maintaining regulatory compliance and fiscal accountability.
Risk Management, Organizational Compliance, and Benefits
  • Provides executive oversight of workers' compensation, insurance programs, liability management, claims administration, safety programs, and loss prevention activities.
  • Provides executive oversight of employee benefits administration, benefit program design, vendor services, compliance activities, and long-range benefit planning.
  • Directs risk management strategies to identify, evaluate, prioritize, and mitigate operational, financial, legal, and reputational risks while protecting District resources, operations, employees, students, and assets.
  • Monitors compliance with applicable laws, regulations, audit requirements, and Board policies affecting assigned divisions.
  • Supports emergency preparedness, business continuity, and operational resiliency planning.
Transportation Services
  • Provides executive oversight of transportation services and fleet management operations, establishing service standards, operational priorities, and performance expectations while ensuring safe, efficient, and compliant transportation services.
Food & Nutrition Services
  • Provides executive oversight of food and nutrition services, establishing strategic priorities, financial objectives, and performance expectations while ensuring regulatory compliance and effective service delivery.
Board, Community & Governmental Relations
  • Prepares and presents reports, recommendations, analyses, and agenda items to the Board of Education.
  • Represents the District before governmental agencies, regulatory bodies, professional organizations, and community stakeholders.
  • Communicates complex fiscal, operational, facilities, and strategic matters clearly and effectively to diverse audiences.
Other Functions

MINIMUM QUALIFICATIONS
Education and Experience
  • Bachelor's degree from an accredited college or university in Business Administration, Business Management, Public Administration, Accounting, Finance, Construction Management, or a related field.
  • Master's degree in Business Administration, Business Management, Public Administration, Finance, Construction Management, or a related field is desirable.
  • Seven years of increasingly responsible management experience in school business administration, public administration, finance, facilities, operational services, or a related field, including significant responsibility for organizational leadership, budgeting, strategic planning, and operational oversight.
  • At least two years of experience in a senior management or executive leadership capacity with responsibility for directing and integrating multiple organizational functions.

Licenses and Certificates
  • Valid California Driver's License.
  • Chief Business Official certification is desirable.
