Under close supervision, this entry-level position in the professional Planner series assists in providing planning information to the public, developing long-range land use plans, and evaluating current land use requests. Incumbents receive substantial training in the principles, methods, and procedures essential to professional planning work. Assignments are typically routine, less complex, and subject to detailed review, with oversight decreasing as experience is gained.
- Assists with training, work instructions, or project direction for new staff members.
- Take phone calls and inquiries from the public and other agencies; provides assistance to walk in customers at the counter.
- Observes and complies with City and mandated safety rules, regulations, and protocols.
- Reviews development proposals, applications, and other requests made to the Planning Department for conformance with appropriate zoning regulations; prepares reports and make recommendations.
- Participate in receiving and processing site and design plans, rezoning permits, plan amendments, use permits, environmental clearances, and business licenses.
- Provides information and assistance to developers, property owners, and the general public regarding planning procedures, requirements, and regulations.
- Reviews, investigates, and processes applications for subdivisions, housing projects, and commercial developments to ensure conformity with applicable laws, policies, regulations, and procedures.
- Collects, analyzes, and presents data related to land use, zoning, urban design, population trends, transportation, housing, redevelopment, and community service needs.
- Prepares written and oral reports for the City Council, Planning Commission, Community Development Director, and other committees or commissions.
- Assists with the review, development, and revision of plans, ordinances, and environmental impact reports.
- Conducts field surveys, site inspections, and investigations as needed.
- Compiles and interprets data related to environmental, social, economic, housing, community, and demographic trends.
- Performs other duties as assigned or required.
Knowledge of:- Basic purposes and functions of a planning department or transportation planning.
- Basic research methods and elements of report writing; statistical methods and their uses.
- Applicable city, county, state and Federal statutes, rules, regulations, ordinances, codes, administrative orders and other operational guidelines and directives.
- Knowledge of municipal planning trends and concepts.
- Knowledge of statistical analysis and mathematical concepts related to planning.
- Knowledge of terminology, symbols, methods and techniques used in planning and map drafting.
- Modern office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.
Ability to:- Read, understand, interpret, and apply relevant City, County, State and Federal statutes, rules, regulations, ordinances, codes, administrative orders, policies and procedures and other operational guidelines and directives.
- Effectively assess and prioritize a variety of assignments simultaneously.
- Work within deadlines to complete projects and assignments.
- Analyze and evaluate data and prepare comprehensive reports.
- Communicate clearly and concisely.
- Gather and analyze data; reason logically, draw valid conclusions, and make appropriate recommendations.
- Establish and maintain effective working relationships with co-workers, staff, vendors, contractors, visitors, the general public, and others having business with the City of Banning.

Typical Qualifications Minimum Qualifications: - A Bachelor's degree preferably with major coursework in Urban Planning or Public Administration, or a related field from a regionally accredited college or university.
License and certification requirements: - Valid Class C California Driver License
- Successful completion of a pre-employment background check is required.
