Description
Assists the SWDD Managing Director and performs work related to the daily operation of the County's Solid Waste Disposal District, including supervision of staff. These duties include overseeing engineering and regulatory matters, as well as managing large capital projects from inception to completion. This is a professional position, working under the direction of the Managing Director - SWDD.
Essential Job Duties
  • Perform duties involved in the oversight, review, and/or preparation of the design of landfill maintenance projects, cell expansions, and other municipal waste projects in accordance with established standards.

  • Inspect and review work/invoices related to landfill construction projects and landfill operations and assist in the review and approval of all incoming invoices along with receipt of materials for payment.

  • Provide engineering support during the construction phase of projects. Work with project inspectors, consultant engineers, hired contractors, operations and maintenance staff to resolve issues that arise during the design and construction phase of projects.

  • Oversee the monitoring and reporting for landfill gas as well as the review of Renewable Natural Gas (RNG) reports related to billing and invoicing, stormwater management, and leachate management. Ensure that proper maintenance is performed and records are maintained.

  • Assist in preparing annual budget and reports for internal and external agencies, as well as annual Capital Improvement Element (CIE).

  • Assists with developing project scopes of work (SOW), Request for Proposals (RFPs), and SWDD Board agenda items.

  • Review, approve, and/or prepare project plans, specifications, and permits as needed

  • Communicate and coordinate work with engineers, consultants, property owners, developers, internal staff, other agencies, and the public to exchange information, facilitate work processes, and resolve conflicts.

  • Attend bid openings, hearings, and other meetings concerning landfill projects; answer questions from contractors, bidders, developers, and the public.

  • Make recommendations to the SWDD Managing Director regarding expenditure of public funds based on knowledge of infrastructure conditions and budget limitations.

  • Visit construction sites to inspect work progress and compliance with approved plans and specifications.

  • Maintain various files and records related to project status and computations; prepare project descriptions and progress reports as requested.

  • Supervises all SWDD personnel assigned and assumes the responsibilities of the Managing Director in his absence.

  • Involved in all hiring decisions for the department.

  • Interact with Federal, State, and local regulatory agencies.

  • Interact with residential and commercial customers and participate in job related community events.

  • Oversee the day-to-day operation of SWDD's Customer Convenience Centers, including residential drop-off, roll-off hauling, household hazardous waste, electronics, waste tires, white goods, and biomedical waste (sharps) collection; and oversee SWDD's recycling collection, processing, and yard waste programs.

  • Administer SWDD contracts, franchise agreements, and interlocal agreements, including monitoring contractor performance in the field, verifying quantities and invoices against contract terms, and preparing amendments, renewals, and solicitations.


Typical Requirements
Education and Experience:

Bachelor's degree in civil or environmental engineering, or a Bachelor's degree with an emphasis in an environmental or solid waste management curriculum, and five (5) years of progressively responsible experience in municipal solid waste management, at least three (3) years of which shall be hands-on, field-based experience at an active Class I municipal solid waste landfill or comparable solid waste facility, with direct working responsibility for two or more of the following: leachate collection and management; landfill gas collection and control and/or renewable natural gas (RNG) operations; groundwater and air permit compliance; Customer Convenience Center operations; recycling collection and processing; or solid waste contract administration. Three (3) years of the required experience shall be in a supervisory or administrative capacity. Experience limited to consulting, design, or regulatory review, without direct operating responsibility at a solid waste facility, may substitute for no more than two (2) years of required landfill experience. An equivalent combination of education and experience that provides the required knowledge, skills, and abilities may be considered.

Licenses, Certifications, or Registrations:

  • Registered as a Licensed Professional Engineer (Florida) is preferred.
  • Successful completion of FDEP-approved initial training for operators of landfills under Rule 62-701.320(15), F.A.C., and listing in the FDEP Solid Waste Operators Database, is required within twelve (12) months of appointment.
  • Possess and maintain a valid Florida driver's license with an acceptable driving record.
  • Solid Waste Association of North America (SWANA) Manager of Landfill Operations (MOLO) certification or the ability to obtain within six (6) months of appointment.
  • OSHA 40-hour HAZWOPER training, or the ability to obtain it within six (6) months of appointment.
  • FDEP Qualified Stormwater Management Inspector certification or ability to obtain within six (6) months of appointment.


Knowledge, Skills, and Abilities:
  • Knowledge of solid waste and landfill engineering and operating principles gained through direct work at an active landfill, including cell development and sequencing, working face and compaction practices, bottom liner and final cover systems, intermediate cover, stormwater and erosion control.
  • Knowledge of leachate generation, collection, storage, conveyance, treatment, and disposal, including leachate collection and removal systems, sideslope and toe seeps, pump and forcemain systems, liner integrity and repair, pretreatment and discharge requirements, and the operating criteria of 40 CFR Part 258 and Chapter 62-701, F.A.C.
  • Knowledge of landfill gas collection and control systems and renewable natural gas (RNG) operations, including wellfield layout and installation, tuning and balancing, condensate management, blower and flare operation, surface emission monitoring, gas processing and pipeline interconnection, and administration of gas rights, royalty, metering, reporting, and billing under long-term gas agreements.
  • Knowledge of groundwater and air monitoring and compliance at solid waste facilities, including monitoring well networks, sampling protocols and interpretation of laboratory data, statistical evaluation of detection monitoring results, Title V air operation permits, New Source Performance Standards and Emission Guidelines for landfill gas, and associated monitoring, reporting, and corrective action requirements.
  • Knowledge of Customer Convenience Center, recycling, and materials management operations, including residential drop-off and roll-off logistics, household hazardous waste, electronics, waste tires, white goods, and biomedical waste (sharps) collection, materials recovery facility processing, contamination control, commodity markets, yard waste processing, and State recycling reporting requirements.
  • Knowledge of applicable environmental, engineering, permitting, and regulatory requirements governing municipal solid waste operations, including disaster debris management and Federal and State documentation and reimbursement requirements; and of contract, franchise, and construction administration, including preparation of solicitations and scopes of work, inspection practices, change orders, liquidated damages, and municipal waste recordkeeping and documentation standards.
  • Skill in managing and supervising multiple solid waste projects simultaneously, from planning, programming, and design through construction and implementation, including recycling program projects, and in ensuring compliance with plans, specifications, and regulatory requirements.
  • Skill in field problem-solving, including troubleshooting leachate seeps and elevated liquid levels, odor and gas wellfield performance, stormwater and erosion problems, and working face, cover, and compaction deficiencies; in reviewing laboratory data, monitoring reports, and consultant deliverables to identify errors, omissions, and compliance concerns before submittal to regulatory agencies; and in translating field problems into scopes of work, budget requests, and capital projects.
  • Skill in preparing and managing annual budgets, capital improvement plans, rate analyses, and Capital Improvements Element (CIE) preparation, and in performing financial analyses related to landfill operations.
  • Skill in written and verbal communication, including public speaking and presenting technical and operational information clearly to non-technical audiences at SWDD Board meetings, public hearings, homeowner and civic group meetings, school and community events, and interactions with the media.
  • Skill in administering contracts and franchise agreements, including verifying contractor performance and quantities in the field and reconciling invoices and reported tonnages against contract terms.
  • Ability to work independently under limited supervision, setting priorities, developing work plans, and meeting deadlines; to coordinate work across departments, consultants, and contractors to achieve project and operational objectives; and to keep executive leadership informed of progress, risks, and matters with significant operational or policy implications.
  • Ability to interpret policies, regulations, and engineering standards and apply them to landfill and solid waste operations, and to maintain accurate and complete engineering, environmental, regulatory, and contract records.
  • Ability to represent SWDD, the Managing Director, and Indian River County professionally and credibly in public settings and during regulatory inspections, responding to questions, complaints, inspection findings, and notices of violation in a courteous, accurate, and consistent manner, and developing and carrying out corrective actions.
  • Ability to work safely outdoors at an active landfill and at solid waste facilities, including walking the working face, wellfield, slopes, and perimeter areas, in all weather conditions.

Supplemental Information
ENVIRONMENTAL CONDITIONS:

Work is performed inside in an office environment. Periodic site visits are required, which will involve working outdoors with exposure to heat, dust, and inclement weather conditions.

Work is performed outside under various types of weather conditions. Must be able to traverse uneven surfaces typical to natural terrain, roadway, and site development construction sites. Must be able to lift and carry 20-lbs.
