Description Oversees all technical and administrative duties and work efforts regarding the City's information technology infrastructure, including the Wide Area Network (WAN), Local Area Networks (LAN), telecommunications, data, voice, and video services, network security, and end-user support. Provides leadership and strategic planning for the above functional areas and backup for the Chief Information Officer. Other duties to provide direct or indirect service to the citizens may be assigned.
Essential Duties ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
- Responsible for the planning, engineering, operation, and support of the City's information technology infrastructure, to include: the WAN, all LANs, all infrastructure supporting data, voice, and video services (wireless and wireline), network security, servers, data storage, and data center operations, including electrical power infrastructure supporting the data center.
- Responsible for all aspects of end-user desktop and mobile support, including: the operation of the Service Desk and end-user account administration, technology standards related to desktop and mobile technologies, and end-user training for end-user desktop and mobile technologies.
- Responsible for the effective coordination between the City government, City schools, and all other organizations utilizing the City's technology infrastructure to ensure the orderly growth of the City's technology infrastructure.
- Monitors and responds to various Federal and State legislation related to the City's technology infrastructure.
- Provides strategic planning for the City's technology infrastructure as part of the City's overall technology strategic plan.
- Oversees the development and maintenance of the Information Technology disaster recovery plan.
- Manages vendor and outsourcing relationships involving the planning, operations, or support of the City's technology infrastructure.
- Conducts special studies, prepares reports, and makes presentations to City Council and public and private sector organizations regarding technology issues.
- Responsible for developing, managing, and overseeing long-range planning and annual budgeting for the City's technology infrastructure, including forecasting capital needs, prioritizing investments, and ensuring alignment with organizational goals and fiscal constraints.
SUPERVISORY RESPONSIBILITIES
Directly supervises employees involved in network engineering, network security, server and data center planning and operations, end-user support, and service desk operations. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education and/or Experience
Bachelor's degree from four-year college or university with major work in Computer Science, Computer Engineering, Management Information Systems, or related discipline; at least five years of experience managing WAN and LAN/PC technicians or network engineers/planners; experience in WAN and LAN design and planning, project management, preparing project proposals and budgets; or equivalent combination of education and experience.
Additional RequirementsMust have an acceptable driving record based on City of Lynchburg
Must successfully complete IS100 and IS700 National Incident Management (NIMS) training within 90 days of employment. May also be required to complete higher levels of NIMS training as determined appropriate for the position.
CISM or CISSP in addition to ITIL desired.
