Job Overview:
The Assistant Director of Organizational Excellence serves as a strategic business partner with all levels of leadership, guiding organization-wide strategies that drive operational excellence, data-informed decision-making, continuous improvement, and a culture of quality. This position provides strategic leadership and oversight of the Organizational Excellence Department, ensuring the effective delivery of business intelligence, operational analytics, quality management, and continuous improvement initiatives. Responsibilities include leading cross-functional initiatives, benchmarking and implementing best practices, and establishing and monitoring performance metrics.

Essential Functions:

• Assist in developing and implementing the Organizational Excellence Strategic Plan and monitor progress toward goals.
• Partner with executive leadership to translate strategic priorities into measurable operational objectives and performance outcomes.
• Lead enterprise-wide initiatives that advance organizational effectiveness and strategic priorities.
• Provide strategic leadership and oversight in data analytics and quality assurance to support organizational priorities.
• Develop and oversee implementation of an Organizational Excellence roadmap that integrates data insights, process improvement, and quality management.
• Provide leadership and direction to department managers, including coaching, mentoring, performance feedback, and professional development to achieve departmental and organizational objectives.
• Foster a culture of empowerment, accountability, collaboration, quality and continuous improvement.

• Monitor organizational performance through enterprise reporting and recommend strategic actions.
• Provide strategic leadership to advance enterprise data governance and reporting standards that promote data integrity, consistency, and informed decision-making.
• Evaluate and prioritize opportunities for new BI initiatives and operational improvements through business cases.
• Lead organizational benchmarking efforts to identify best practices, evaluate performance, and recommend continuous improvement opportunities.
• Provide strategic leadership to advance continuous improvement initiatives and promote a culture of operational excellence aligned with organizational priorities.
• Develop, implement, and monitor enterprise performance and quality metrics, auditing programs, and compliance frameworks to measure organizational effectiveness and support strategic objectives.
• Evaluate root cause analysis findings and recommend strategic improvement priorities to support organizational performance.
• Drive adoption of Lean Six Sigma, Kaizen, or other improvement methodologies to foster a culture of operational excellence and continuous improvement.
• Serve as executive sponsor and governance owner for cross-functional organizational initiatives.
• Identify organizational risks related to analytics, reporting, data quality, and operational performance and implement mitigation strategies.
• Present strategic recommendations, organizational performance trends, emerging risks, and improvement opportunities to executive leadership.
• Ensure effective collaboration among analytics, project delivery, process improvement, operational stakeholders, and business partners to deliver solutions/results.
• Perform other related duties, special projects, research, and assignments as required.

Job Requirements

Minimum Qualifications Required:
• Bachelor's degree in Business Administration, Public Administration, Data Analytics, Quality Management, or a related field.
• Minimum of seven (7) years of progressive experience in organizational effectiveness, business analytics, quality management, or process improvement, project management, or related disciplines.
• Minimum of five (5) years of management experience leading professional staff or enterprise-wide initiatives.
• Demonstrated experience leading cross-functional teams or implementing strategic organizational initiatives.

Preferred Qualifications:
• Master's degree in Business Administration, Public Administration, Data Science, or related discipline.
• Lean Six Sigma Green Belt certification or higher.
• Project Management Professional (PMP) certification.
• Experience leading enterprise business intelligence, process improvement, and project management functions.
• Experience in a public-sector or court environment.

Technical Requirements:
• Comprehensive knowledge of business intelligence, analytics, reporting, and dashboard development.
• Working knowledge of data governance principles and organizational performance measurement.
• Experienced with process mapping, workflow analysis, and continuous improvement methodologies.
• Proficiency working with a personal computer in Windows environment and utilizing word processing (MS Word, Excel, Power Point, and Outlook).
• Knowledge of strategic planning, organizational performance management, and execution frameworks to align business initiatives with organizational priorities and measurable outcomes.
• Ability to:
o Lead multidisciplinary teams in executing organizational initiatives.
o Interpret organizational data and communicate insights to executive leadership.
o Develop executive presentations, dashboards, and performance reports.
o Build collaborative relationships across the organization.

The Orange County Clerk of Courts Safety and Security Sensitive Positions requires the employee to perform one or more of the following:
• Work with confidential customer and/or employee information.
• Access our Case Management System "Odyssey" that contains PII (personally identifiable information).
• Access our "Munis System" that contains our banking accounts information, financial information, and PII (personally identifiable information).
• Access to Court Evidence that includes but is not limited to (controlled substances, criminal investigation documents, weapons, and other like items).
• Access to the juvenile facility.
• Handle cash and other forms of payment such as credit cards.
• Set up differed payments for customers.
• Be sworn to "Oath by the Clerk".
• Operate heavy equipment such as a forklift and scissor lift.
• Operate company vehicle.

Physical Requirements:
• Constant: sitting, speaking, hearing, typing, writing, detailed inspection and reading.
• Frequent: standing, walking and repetitive motions.
• Occasional: bending/stooping, pushing, pulling, and lifting (up to 25 pounds).
