DESCRIPTION OF DUTIES/ ESSENTIAL FUNCTIONS- Provide executive oversight for the development, administration, and monitoring of the department's operating and capital budgets, ensuring sound financial management, fiscal accountability, appropriate resource allocation, and long-term sustainability.
- Provide strategic oversight of budget and financial operations, including financial planning, forecasting, expenditure management, revenue and funding strategies, financial analysis, and coordination with departmental and City financial leadership.
- Provide executive oversight of procurement and contract management, ensuring that purchasing strategies, contracting activities, vendor relationships, and related business processes support departmental priorities, comply with applicable requirements, and provide the best value to the organization.
- Direct the department's business management functions, establishing systems, processes, policies, and performance measures that promote operational efficiency, accountability, consistency, and high-quality internal customer service.
- Provide strategic leadership for asset management, including the planning, acquisition, utilization, maintenance, replacement, disposition, and lifecycle management of departmental equipment, property, and other physical assets.
- Provide executive oversight of facilities and building management, including space planning, facility utilization, maintenance coordination, building needs, renovations, capital improvements, security coordination, and long-term facility planning across departmental locations.
- Lead initiatives that improve organizational performance, streamline business processes, reduce inefficiencies, strengthen internal controls, maximize available resources, and enhance the quality and responsiveness of business support services.
- Establish and monitor performance measures and accountability systems for business operations, finance, procurement, contracts, facilities, assets, fleet, and logistics to ensure services are aligned with departmental priorities and organizational needs.
- Develop and implement long-term business and operational strategies that anticipate changing organizational and community needs, strengthen operational resilience, and ensure the department has the infrastructure, resources, and systems necessary to effectively deliver services.
- Coordinate with City departments and external partners on matters involving facilities, capital projects, procurement, contracts, fleet, logistics, property, space, and other operational resources.
- Ensure compliance with applicable laws, regulations, City policies, financial requirements, procurement standards, contractual obligations, audit recommendations, and departmental policies while maintaining effective internal controls and risk-management practices.
- Provide executive oversight and strategic direction during organizational changes, facility transitions, relocations, renovations, consolidations, and other operational changes, ensuring continuity of business operations and minimizing disruption to services.
- Develop high-performing teams through workforce planning, succession planning, coaching, performance management, professional development, and leadership development while fostering a culture of accountability, collaboration, innovation, fiscal responsibility, and service excellence.
- Serve as a strategic advisor to the Director and executive leadership team regarding financial sustainability, resource allocation, operational infrastructure, facilities, assets, procurement, contracts, and business management.
- Represent the Houston Health Department with City leadership, Finance, Budget and Management, Procurement, General Services, Fleet Management, Legal, auditors, vendors, contractors, governmental organizations, community partners, and other stakeholders on business and operational matters.
WORKING CONDITIONSThis position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort in a normal office environment.
MINIMUM REQUIREMENTS EDUCATION REQUIREMENTSRequires a Bachelor's degree in Business Administration, Public Administration or a closely related field.
EXPERIENCE REQUIREMENTSSeven years of administrative experience are required, with at least three of those years in a managerial capacity.
A Master's degree may be substituted for two years of experience.

PREFERENCES Preference will be given to candidates who have the following:
- Master's degree in Public Health (MPH), Health Administration (MHA), Public Administration (MPA), Business Administration (MBA), or a related field.
- Experience leading financial and administrative operations within a governmental, healthcare, or public health organization.
- Experience managing complex operating budgets, capital budgets, grants, and multiple funding sources.
- Experience overseeing finance, procurement, contracts, grants management, facilities, fleet, logistics, or administrative services.
- Experience with governmental budgeting, financial reporting, internal controls, auditing, and regulatory compliance.
- Experience developing financial strategies, business plans, and long-range sustainability initiatives.
- Experience using financial dashboards, performance metrics, and data analytics to support executive decision-making.
- Experience implementing operational improvements, process redesign, or organizational change initiatives.
- Experience managing facilities, capital assets, fleet operations, or enterprise infrastructure.
- Experience leading multidisciplinary teams and developing organizational talent.
- Experience building collaborative relationships with executive leadership, governmental agencies, funding organizations, and external stakeholders.
- Experience working within a large, complex governmental or public sector organization.
