Responsibilities

  • Perform final reviews of prices and reimbursable costs to ensure fairness and adherence to accounting standards.
  • Supervise, train, and assist subordinate staff in auditing complex construction contracts and processing contract changes.
  • Conduct field inspections to assess quality and progress of construction work to justify payment requests.
  • Assist in the training of city employees and consultants regarding change order assignments.

If you do not have permanent civil service status as an Administrative Engineer, please do not apply to this position as you will not be considered for an interview.*** The Office of Engineering Audits is seeking an Administrative Project Manager (Non-Managerial). Under general supervision, the selected candidate will serve as an Assistant Deputy Director, providing independent audit for payments under major capital construction, and construction related serves as well as the review and approval of contract change orders to ensure that scope and cost are reasonable and in alignment with contract documents. Key responsibilities include conducting desk/field audits of partial, substantial, final, and contract change payment requisitions for major construction related contract work, performing final review and examination of prices, reimbursable costs to ensure that payment requests are in accordance with City Charter, Procurement Policy Board (PPB Rules), Comptroller's Directives and Generally Accepted Accounting Principles; technical trade labor rates; multipliers; overhead factors, and other related documents in order to certify the fairness and reasonableness of contract changes; and may include performing field inspections to verify that work is good quality and has progressed sufficiently to warrant payment requested. In addition, the selected candidate will be responsible to supervise and assist a group of subordinate staff involved in the audit of complex construction and construction related contracts. The candidate will be required to train assigned staff and ensure that departmental and contractual obligations are met. Assist the Deputy Director in Reviewing, approving, and signing off on Contract Change Request (CCR) and Contract Change (CC) under Capital, Consultant and Construction-Related Contracts. Responsible in supervising change order assignments and training of current city employees and consultants. ADMINISTRATIVE PROJECT MANAGER - 8300B Qualifications 1. A baccalaureate degree from an accredited college in engineering, architecture, landscape architecture, business administration, or public administration, and five years of full-time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, two years of which must have been in an administrative, managerial, executive or supervisory capacity; or 2. A four year high school diploma or its educational equivalent and nine years of experience as described in "1" above; two years of which must have been in an administrative, managerial, executive or supervisory capacity; or 3. Education and/or experience equivalent to "1" or "2" above. An accredited Master's degree in one of the disciplines described in "1" above, a law degree, or a valid New York State license as a Professional Engineer or Registered Architect or Landscape Architect may be substituted for one year of the required experience. However, all candidates must have the two years of the administrative, managerial, executive or supervisory experience as described in "1" above. Additional Information
