Department of Revenue is recruiting for an Appraiser Analyst 3 position. We are looking for a talented, detail-oriented individual to join our Property Tax Division in the Support, Assistance & Oversight (SAO). This position is headquartered in our Salem office; however, the successful candidate may be eligible for in-state hybrid work. Hybrid work consists of performing duties onsite in a standard office environment and working remotely.

What You Will Be Doing

• Provide expert guidance to county assessors on valuation methods, mass appraisal techniques, special assessments, and appraisal program compliance.
• Analyze detailed ratio studies, program reviews, and property sales analyses to evaluate county assessment equity, identify deficiencies, and recommend corrective actions.
• Support statewide consistency by developing appraisal standards, cost factor books, methodologies, and administrative rule recommendations for all property types.
• Deliver training and professional development to county staff and state personnel through classroom instruction, on‑the‑job guidance, and standardized curriculum development.
•Manage appraisal and assessment projects, prepare narrative reports and technical analyses, and communicate findings to county officials, taxpayers, and department leadership.

This Is What You Need To Qualify
Must possess Registered Appraiser status through the State of Oregon Department of Administrative Services or the ability to obtain within six months of hire AND one of the following:

Five (5) years of experience in appraisals, accounting, or auditing. One year of this experience must have been in conducting market value appraisals of commercial, industrial, or public utility properties; OR
A bachelor's degree in accounting, economics, real estate, business administration, forestry, engineering, or a related field AND two (2) years of appraisal experience; OR

An associate degree in property appraisal or real estate technology or a related field AND three and a half (3.5) years of appraisal experience.

Appraisal experience must be obtained under appraiser registration, licensure, or certification granted by a state regulatory agency.

The ideal candidate will possess the following desired skills and attributes:

• Strong ability to analyze assessment data and produce accurate, actionable evaluation reports.

• Proven skill in interpreting and applying property tax statutes and administrative rules.

• Ability to deliver effective training on appraisal standards, methods, and procedures.

• Strong capability to manage technical appraisal or assessment projects with consistent, timely results.

• Ability to collaborate effectively with county officials, taxpayers, and internal teams to resolve valuation and assessment issues.

• Strong ability to use spreadsheet, database, and analytical tools to complete complex valuation and compliance analyses.

• Ability to clearly communicate technical appraisal concepts to both technical and non‑technical audiences.

• This is a SEIU-represented position. This recruitment may be used to fill additional vacancies as they occur.

• The salary listed is the non-PERS qualifying salary range. If the successful candidate is PERS qualifying, the salary range will reflect an additional 6.95%.
