Position Description:

The Enterprise Logistics Management System (ELMS) is a major Department of Defense enterprise application supporting accountable property and logistics operations across all Defense Services and more than 50 Defense Agencies. ELMS manages over 80 million assets valued at more than $141 billion, serving as the Department's Accountable Property System of Record.
The system provides enterprise capabilities for:
. Property accountability
. Fleet management
. Real property
. Retail warehouse operations
. Internal use software
. Financial reporting

ELMS is fully CAC enabled, web based, and built on the Microsoft platform - including SQL Server 2021, .NET 8.0, IIS 10.0, and Report Server.

CGI Federal seeks an Applications Programmer to support development and sustainment of the Enterprise Logistics Management System (ELMS), the DoD's authoritative solution for managing accountable property and logistics operations. The candidate will help ensure ELMS continues to serve the needs of more than 50 agencies and millions of assets, contributing to a secure, modern, Microsoft based enterprise platform that drives mission readiness and accountability across the Department.

This position is located in Harrisburg, PA.

Your future duties and responsibilities:

. Provide expertise and support for sustainment life cycle management activities across ELMS programs and operations.
. Participate in designing software tools and subsystems to support reuse, modularity, and domain analysis.
. Assist with development, testing, and maintenance of computer applications to ensure they meet user and mission requirements.
. Collaborate with systems analysts/designers to research and document user requirements.
. Analyze objectives and technical challenges identified by analysts/designers and translate solutions into detailed program specifications.
. Prepare documentation for programmers, system users, and support personnel.
. Support program design activities, including defining data structures and error messaging.
. Modify and document program code to correct errors or enhance application capabilities.
. Assist with application testing and help prepare status, operations, and maintenance reports for customer use.

Required qualifications to be successful in this role:

. BA/BS degree in a technical discipline.
. Eight (8) years of experience.
. Demonstrated experience with sustainment lifecycle management in program or project operations.
. Based on the nature of the work, US citizenship and a Secret clearance are required
Desired qualifications/non essential skills required:
. Experience developing applications using Microsoft SQL Server, .NET, IIS, and related tools.
. Familiarity with large scale DoD systems, data structures, and enterprise sustainment environments.
. Ability to work collaboratively with analysts, testers, and senior developers to maintain and enhance critical capabilities.
. Strong documentation, analytical, and problem solving skills.

The determination of this range includes various factors not limited to skill set, level, experience, relevant training, and licensure and certifications. To support the ability to reward for merit based performance, CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $70,800.00 $156,700.00.
