Position OverviewThis position is Accountable for assisting in the development and monitoring of the District 6 Annual and Multi Year Highway Improvement Programs, with a primary emphasis on the Annual Program.
Essential Functions- Works with the District 6 staff, Office of Planning and Programming, and the Bureau of Operations to develop and deliver the projects in the Statewide Annual Line Items.
- Assists in preparation of program revisions, program carryovers, and letting coordination.
- Prepares reports and spreadsheets for the Annual Program monitoring and accomplishments.
- Analyzes and develops recommendations to upper management for resolving funding and project implementation issues for the Statewide Annual Maintenance Programs.
- Reviews Programming guidelines and coordinates with the district and the Bureaus of Planning and Programming staff on proposals.
- Assists with the development of the Multi-year Program and scoping activities.
- Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
- Performs other duties as assigned.
Minimum Qualifications- Completion of two years of college in civil engineering technology, pre-engineering or a job related technical/science curriculum PLUS five years of engineering experience; OR Seven years of engineering experience.
Preferred Qualifications- Basic knowledge of roadway and bridge design components.
- Knowledge of the Illinois Department of Transportation's (IDOT) overall program development and specific project planning and design processes.
- Ability to use database and spreadsheet computer applications, including data entry, data organization, and report development.
- Ability to manage workflow to coordinate multiple concurrent projects and priorities.
- Strong oral and written communications skills.
- Ability to develop and maintain cooperative relationships with both district and IDOT central office staff.
Conditions of Employment- Successful completion of a background screening.

- Occasional districtwide travel.
- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
