Purpose of Position
PURPOSE OF POSITION:

Under the supervision of the Airport Deputy Director of Development and Maintenance, this position performs a variety of managerial duties for the Airport, including, but not limited to, airport and facilities maintenance. The focus is to provide a broad level and variety of technical support for the facilities program while overseeing terminal operations and facilities maintenance. Duties require specific knowledge of program areas: HVAC, control programming, fire and life safety systems, baggage systems, parking revenue equipment, and a variety of other building systems. Most tasks are performed independently within generally defined practices and procedures and require a knowledge of broad personnel management.

Essential Job Functions
ESSENTIAL JOB FUNCTIONS:

Provides management and supervision for terminal and landside maintenance operations. This includes corrective and preventative maintenance, construction, carpentry, painting, demolition, and remodeling projects for Airport facilities; general maintenance of HVAC systems located in Airport structures.
Receives and reviews work orders preparing operational plan for each project; determines staffing, equipment and materials needed, working from engineering drawings, blueprints, and specifications; determines the need for and arranges outside vendors or contract work for specialized service needs, maintenance, and repairs, as necessary.
Assigns, supervises, and evaluates the work of assigned staff; conducts performanceevaluations, and initiatesdisciplinaryactions as warranted; resolvesgrievances and other sensitivepersonnel matters.
Analyzes and recommends improvements, repairs and/or replacements to existing equipment, materials, procedures, and operations to improve the efficiency and effectiveness of department operations.
Conducts and coordinates inspections of buildings, security and energy management systems and other areas of responsibility to ensure standards are being met; identifies deficiencies and safety hazards and recommends action to remedy situations; analyzes and recommends improvements, repairs and/or replacements to existing facilities and physical operating systems, including testing and monitoring of fire and life safety systems.
Operates a motor vehicle regularly to attend meetings, trainings, inspections, and other situations when necessary.
Performs administrative duties to include maintaining Airport logs and reports specific to shift; schedule special projects as required and responsible for the ordering of all materials required to maintain Airport facilities.
Promotes an effective, responsive, and value-based organizational culture. Champions and encourages the values of the City and Airport through example and accountability. Work is reviewed through results achieved, meetings, spot checks of work in progress and an evaluation of results achieved.
Buildings:

Performs Airport building maintenance and repairs, such as scheduled general maintenance for HVAC components and electrical computerized controls, plumbing, interior and exterior of all structures of the Airport. Responds to requests from the public or tenants regarding maintenance problems.

Monitors and performs annual testing of fire and life safety systems, including fire inspections.
Manages winter maintenance duties at terminal. Removes snow from sidewalks; sand walks when icy conditions occur; and sweep sand from walks after storms.
Grounds:

Assigns and trains personnel to conduct turf, landscape, shrub, tree, and flower bed maintenance. Maintains and coordinates repairs of irrigation system.

May perform landside snow removal and grounds maintenance with equipment. Monitors icy and unsafe road conditions at the terminal and reports conditions.
Equipment Operations:

Operate in a competent, safe manner a variety of vehicles and equipment required to perform duties including, but not limited to, automobiles, pickup/utility truck, mini truck, sweeper, chain/trimming saws, snowplow/blower, miscellaneous power and hand tools, weed eaters, lawn edger, loader, riding, and manual lawn mowers.
Carries emergency cell phone to respond to aircraft and/or maintenance emergencies.
Assists other Airport maintenance personnel with tasks such as landscaping, irrigation, and snow removal. May perform preventive maintenance on custodial equipment and schedules special projects as required.
Performs other duties as assigned.

Qualifications
JOB QUALIFICATIONS REQUIREMENTS:

Mandatory Requirements:

Bachelor's or Vocational degree in airport/aviation management, facility management, public administration, or related field; and five (5) years of verifiable progressive experience in facilities maintenance, with at least two (2) of those years being in a verifiable supervisory role; or an equivalent combination of education and experience which demonstrates the ability to perform the described duties of this position; and
Understands the practices and methods in commercial custodial maintenance.
Ability to establish and maintain effective working relationships with employees, supervisors, vendors, and the public.
Ability to guide, direct and motivate employees; Ability to organize, schedule, and supervise the activities of various crews performing construction and maintenance work.
Special Requirements/Licenses:

The position requires employees to operate a motor vehicle in the course of their position.
Possession of, or required to obtain a valid Oregon Driver's License within thirty (30) days of hire.

Successfully pass a TSA Criminal History Background Check and Security Threat Assessment.
Successfully complete RDM Trusted Agent training within thirty (30) days of hire and become an Airport Duty Manager as needed to maintain adequate staffing levels.
Desirable Requirements:

Two (2) years of working in an Airport or FAA regulated environment.
Possession of an Airport Safety and Operations Specialist (ASOS) certification.
A two-year technical certificate in plumbing, electrical or air conditioning/refrigeration/heating technologies.
Basic first aid and CPR certification.
Oregon boiler and pressure vessel license class three (3) or higher.
Limited Maintenance Electrical License (LME)(LEB).
EPA Universal Refrigerant license.

Building Automation System Certification (BACnet, Niagara, Reliable, Metasys).
Experience with chillers (Screw, Centrifugal).
PERSONAL PROTECTIVE EQUIPTMENT:

PPE requirements as outlined in the position-specific PPE Hazard Assessment Certification.

PHYSICAL DEMANDS:

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions. While performing the duties of this job, the employee is regularly required to reach with hands and arms. The employee is required to stand, walk, and use hands to, feel or operate objects, tools, or controls. The employee is occasionally required to sit, climb, or balance, stoop, kneel, crouch or crawl; and talk or hear.
The employee must occasionally lift and/or move up to fifty (50) pounds and rarely team lift and/or move more than fifty (50) pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
TOOLS AND EQUIPMENT USED:

Requires frequent use of Airport motor vehicles and related equipment; use of computer including word processing, databases, internet, and spreadsheet programs, calculator, copy machine, fax machine, and telephone system.
Also requires the use of hand and power tools, riding and manual lawn mowers, backpack blowers, pressure washers, weed eaters, lawn edger, chain/trimming saws, heavy custodian floor maintenance equipment, paint equipment, ATV (4-wheeler) for sanding walks, small snowplow, and power broom for snow removal on sidewalks and areas around SRE and terminal buildings, Kubota tractors, mini truck, sweeper, snowplow/blower mobile radio and aviation radio. The position requires use of City vehicles.
WORK ENVIRONMENT:

The noise level in the field environment is usually moderate, except during certain duties when noise levels may be loud.
Employees in this position are required to work in areas or around equipment which may meet or exceed the OSHA Hearing Conservation sound level. Employees in this position will participate in the City of Redmond Hearing Conservation Program.
This position will require shift work that includes weekends, evenings, and holidays.
