We are currently seeking an Air Vehicle Systems Engineer Senior to support our customer in Patuxent River, Maryland location.

The Platform Systems Integrated Product Team (IPT) Air Vehicle Program provides critical contractor support services to the US Navy MQ-4C Triton Program Office (PMA-262). This role serves as the central hub for program execution, requiring an experienced professional capable of driving programmatic success within the Department of Defense/Department of War (DOD/DOW) acquisition framework. The successful candidate will leverage technical knowhow and robust project management methodologies to oversee the Air Vehicle's development lifecycle, ensuring seamless integration of cost, schedule, and performance metrics.

Functional Description:
  • Provide technical support in the development and testing of Signals Intelligence (SIGINT) sensors. Review and generate technical documentation. Research, develop and propose technical solutions for problems and deficiencies within the SIGINT system.
  • Daily Operations: Oversee daily functions within the Development Platform Systems IPT and Full-Scale Fatigue Test Follow On project, ensuring schedule alignment and risk mitigation.
  • Engineering Lead Support: Directly assist the Triton Air Vehicle Engineering Lead in managing a workforce of over 60 engineers (Technical Area Experts) supporting the Triton program from various NAVAIR Competencies.
  • Technical Facilitation: Act as a key bridge for the engineering team, translating high-level program requirements and priorities into actionable technical tasks.
  • Change Management: Lead periodic engineering discussions and rigorously track Engineering Change Proposals (ECP) to ensure program configuration and schedule integrity.
  • Financial & Logistical Stewardship
  • Budget Oversight: Support the management of an annual Fiscal Year budget exceeding $10 million.
  • Resource Coordination: Collaborate across Development, Sustainment, and Production IPTs Level 1 Programmatic, Technical IPTs, and Business Financial Managers (BFM) to coordinate and manage engineers' Charge Object Numbers (CON) and annual work-year funding.
  • Operational Funding: Manage financial requirements for annual material for lab tests, as well as critical logistical funding for engineer travel requirements and associated Transportation Account Codes (TAC) for operational shipping.
  • Acquisition & Contract Management
  • Document Development: Partner with the PMA Acquisition and Program Planning and Control (PP&C) teams to develop Program Initiation Documents (PID), Statements of Work (SOW), and associated acquisition artifacts consistent with DOD/DOW 5000-series regulations.
  • Contracts Coordination: Maintain direct, essential interaction with the PMA Contracts team (Procuring Contracting Officer (PCO) and Contract Specialists) to coordinate contract modifications and support ongoing IPT initiatives. Perform and/or coordinate with relevant Subject Matter Experts technical evaluations of Prime Contractor proposals for relevant areas of expertise.
  • Industry Engagement: Facilitate direct, periodic interaction with Prime Contractor Program Managers and Business Managers to track performance and align schedules.

Duties will include, but are not limited to:
  • Program coordination with stakeholders (i.e. OPNAV, SP-C, RCCTO, Congressional PSM, etc.)
  • Acquisition Strategy
  • Contracting Strategy
  • Contracting SOW and CLIN Structure
  • Transition to ACAT-I or Software Acquisition Pathways
  • Mentoring of CSS analysts and junior government personnel to improve their program management/integration skills with regards to acquisition matters, and financial management.
  • Attend contract meetings and financial reviews and provide input/feedback as required.
  • Attend Level II and Level III Reviews and provide constructive feedback.
  • Perform management, technical, or business case analyses.
  • Apply government-instituted processes for documentation, change control management, and data management.

Required Experience:
  • Greater than 10 year's of experience performing duties described in the functional description.

Required Education:

MA/MS degree

Allowable Substitutions:

Bachelor's Degree plus two (2) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master's Degree.

OR

Associate's Degree plus four (4) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master's Degree.

OR

Six (6) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master's Degree.

Required Education:
  • Bachelor's degree in engineering, computer science, information systems, or related technical discipline; or equivalent combination of education and experience.

  • Microsoft Project: Proficient in developing Integrated Master Schedules (IMS) and critical path analysis.
  • Adobe Acrobat: Proficient in compiling technical documentation and managing digital signatures.

Ability to obtain and maintain a Secret security clearance preferred or ability to obtain. Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Compensation at Precise Systems is determined by various factors, including education, experience, skills, competencies, and contract-specific requirements. The salary range for this position is NTE $170,000.00 (annualized USD). This range represents the standard pay for this role and is just one component of Precise Systems' total compensation package.
