Position Summary:

Serves as an Air Traffic Control Shift Supervisor at a Biggs Army Airfield, Fort Bliss, Texas. Responsible for the safe, orderly and expeditious flow of aircraft within a 5 NM radius of the local ELP ASR site, 7,000 MSL and below, excluding airspace within Mexico. Provides control instructions, air traffic separation, arrival and departure services to Fort Bliss and flight assistance to military and civilian aircraft operating under visual and instrument flight rules. Provides essential leadership for maintaining safe, compliant, and efficient air traffic operations including UAS activities during the assigned shift.

Responsibilities:

This includes continuous traffic monitoring, inputting hourly traffic counts, managing controller rest and break schedules in compliance with AR 95-2 and TC 3-04.15, and making informed decisions based on real-time data. Responsible to the facility chief for the efficiency of facility operations. They also perform normal ATC duties in addition to those of the Shift Supervisor. The responsibilities are:
  • Assigns and directs all phases of the subordinates' work.
  • Ensure interfacility coordination lines, crash/alert phones and all emergency lines are monitored 24 hour a day, seven days a week.
  • Ensures personnel receive on-the-job training (OJT) and conducts assessments of training through the administration of controller evaluations (DA Form 3479-1 [Trainee/Controller Evaluation]).
  • Conducts position qualification evaluations when directed by the facility chief/training supervisor but are restricted from conducting biennial skill evaluations.
  • Assists and advises controllers during emergencies
  • Maintains facility records.
  • Ensures personnel are current and proficient.
  • Notifies search and rescue facilities of aircraft in distress and provides assistance and advice.
  • Delegates responsibility to subordinates and assists the training supervisor.
  • Evaluates the operational effectiveness of facility systems, subsystems, and equipment.
  • Records and reports outages and takes action to correct discrepancies.
  • Must be facility rated and have completed facility management and administration training prior to assuming the duties of this position. Assigns runways and other departure and arrival areas based on wind direction and speed, separation requirements, and aircraft needs. Determining methods and times by which arrivals and departures can be interspersed to maintain separation with the least delay to air and ground traffic. Observes measured geographic points to ascertain prevailing visibility and determines field condition points to ascertain prevailing visibility in less than four miles. Initiates crash/rescue services and safely controls vehicular runway and taxiway crossings. Inputs and receives aircraft movement messages and reviews Automatic Terminal Information Service.


Qualifications

Job Requirements, Mandatory:
  • Have a minimum of six (6) years of Air Traffic Control Supervisory operational experience
  • Required to obtain and maintain an active Secret clearance or higher
  • Possess a Control Tower Operator (CTO) or FAA Air Traffic Safety Oversight Service (AOV) prior to appointment.
  • Required to obtain and maintain a class IV Flight Physical
  • Proof of certifications is required:
    • Control Tower Operator (CTO)
    • Certificate of Grade

Requirements (Preferred):
  • Strong verbal and written communication skills.
  • Proficiency with computer systems and Microsoft Office applications.
  • Demonstrated ability to supervise personnel and coordinate aviation operations in a dynamic operational environment.


The successful candidate must be able to interpret civilian and military regulations and guidance. The candidate must be able to use good judgement in the performance of air traffic control operations and follow written/verbal instructions.

  • Air Traffic Safety Oversight Service (AOV)

The candidate must be able to successfully pass a pre-employment background check and drug screening.
