Full Job Description
SAIC is seeking a Senior Acquisition Specialist to support SAIC's Prime Program, Landmark AOS in Chantilly, VA. Landmark AOS is a large SETA program, supporting the NRO's Ground Enterprise Directorate (GED), responsible for the acquisition of systems over the complete end-to-end life cycle.

As the Senior Acquisition Specialist, you will assist the Program Office in administering contracts throughout the complete end-to-end life cycle, ensuring compliance with federal acquisition regulations and collaborating with technical teams to translate research objectives into clear contractual language. You will also bridge the gap between technical innovation and acquisition processes, and strategic planning while effectively communicating with the Program office, SETAs, and the Contracting Office to facilitate successful project outcomes while maintaining procurement integrity and fiscal responsibility.

Job Responsibilities include to include:
  • Working with Program Office staff (COTRs, GPOCs, SETAs, etc.) and Contracts staff (Contracting Officers, Contract Specialists, etc.) to develop acquisition strategies and documentation.
  • Supporting new prototype acquisition planning, solicitation, evaluation, award and execution for Indefinite Delivery, Indefinite Quantity (IDIQ) contracts, Task Orders, (TOs), Broad Agency Announcements (BAAs), Contract Research and Development Agreements (CRADAs), Interagency Agreements (IAs), as well as alternative contracting approaches such as Other Transaction Agreements (OTAs) and Commercial purchases.
  • Drafting common acquisition artifacts such as Market Research Reports, Statements of Work (SOW), Acquisition Strategy Council (ASC) briefings, Justification and Approvals, (J&As), Contract Data Requirements Lists (CDRL), In Scope Determinations, proposal evaluation criteria, etc.
  • Providing acquisition advisory services during technical and cost evaluations of proposals.
  • Working with technical staff documenting technical and programmatic requirements.
  • Supporting all aspects of contract competition to include pre-award activities, source selections, and post award.
  • Providing acquisition support to the COTRs and the Program office.


Qualifications

Required Education and Experience:
  • Bachelors and five (5) years or more experience; Masters and three (3) years or more experience; PhD and 0 years related experience. Relevant experience to be substituted in lieu of degree.
  • Active Top Secret/SCI with Polygraph.
  • Expertise and experience with the IC acquisition cycle, requirements processes, budgetary practices, and acquisition documentation.
  • 7+ years of government contracting / acquisition experience, DAWIA Certification in Contracting or equivalent.
  • Experience with traditional/non-FAR acquisition vehicles a plus (IDIQ, BAA, OTA, etc.)
  • Demonstrated ability to work in a fast paced, dynamic and agile environment.
  • Demonstrated ability to work in cross-functional teams.
  • Exceptional communication and coordination skills.
  • Effective interpersonal skills.
