Summary/Objective

Under limited supervision within broadly outlined objectives, performs highly responsible correction and public administration work directing operations of the Adult Probation Department. Work involves planning, coordinating, implementing and evaluating Community Supervision and Correction programs, including adult probation, pre-trial services, community service restitution, electronic monitoring and various associated education and counseling programs. Employees are responsible for long-range planning and budget development and administration for the Department, and for serving as a community resource for matters related to community-based correction programs. Employee supervises a professional staff with delegated responsibilities for various programs and is responsible for routine personnel administration functions for the staff.
Duties and Responsibilities

  • Plans, develops, coordinates, implements and evaluates a variety of community-based correction programs for individuals assigned to such programs by the courts, ensuring adherence to applicable federal, state and local laws and regulations, and established policies, procedures and standards; oversees activities of Department personnel through direct or delegated supervision of various programs, ensuring that established policies, procedures and programs are planned and implemented in accordance with needs of the community relative to budgetary limitations, and according to directives of the District and County Criminal Court Judges and state authorities; reviews, develops and implements policy and procedures, as necessary, to improve Department efficiency; reviews various reports, including activity and budget reports, and approves actions or makes recommendations as to procedure.
  • Works in cooperation with judges and advisory groups in planning the progressive development of the Department, including new or expanded services; oversees and participates in development and execution of strategies and programs to establish and maintain positive image and relations between Department programs and the community.
  • Prepares and submits annual budget proposals; administers budget, ensuring proper general ledger monitoring, and processing of accounts payable and receivable; reviews all contracts entered into by the Department pertaining to community-based correction issues, and advises County officials based on correction and public administration expertise.
  • Administers routine personnel matters affecting direct subordinates, including recruiting, interviewing, hiring, training, assigning, scheduling, granting leave, appraising and disciplining, submitting such records and reports as required.
  • Serves as liaison between County and local, state or federal agencies or programs involved with issues pertaining to probation and other community-based correction programs; confers with program or agency officials, attends meetings and provides input based on correction and public administration expertise, reviews literature and other information, and applies acquired knowledge and information to needs of Department programs or projects.

Other Responsibilities
  • Assigns, directs and supervises activities of subordinate professional staff and, through delegated responsibilities, technical and clerical staff, ensuring adherence to established laws, regulations, policies and procedures; assists and advises subordinates, as necessary, resolving problems as non-routine situations arise.
  • Researches, coordinates and prepares grant proposals, or delegates responsibility for same, to obtain available government funding for various programs and projects administered by or through the Division; administers grant appropriations, maintaining records and preparing reports for submission as required by funding authorities; maintains files of grant sources and supporting data.
  • Attends seminars, conferences, workshops, classes and lectures, as appropriate, to enhance and maintain knowledge of trends and developments in the field of probation and community-based correction programs; reviews professional journals and legislation, attends association and professional meetings, and otherwise maintains contacts with correction professionals to facilitate exchange of information.
  • Regular and punctual attendance is required.
  • Performs other related work as required.

Education and Experience
Bachelor's degree in criminal justice, public administration or a related field, and minimum 6 years of progressively responsible experience in a community-based correction program administration and supervision; or an equivalent combination of education and related experience required.
Sec. 76.005. STANDARDS FOR OFFICERS. (a) An officer appointed by the department director must comply with a code of ethics developed by the division.
(b) To be eligible for appointment as an officer who supervises defendants placed on community supervision a person must have acquired a bachelor's degree conferred by an institution of higher education accredited by an accrediting organization recognized by the Texas Higher Education Coordinating Board.
(c) A person employed as a peace officer is not eligible for appointment as an officer under this section.

Physical Demands and Work Environment

Must be physically able to operate a variety of machinery and equipment, including computers, typewriters, printers, calculators, facsimile machines, etc. Must be able to exert a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time, but may involve walking or standing for periods of time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Each year, Commissioner's Court sets the official holiday schedule.
VACATION LEAVE
1 day earned per month (12 days per year). After 5 years of service, 1 1/4 days earned per month (15 per year). After 10 years service, 1 1/2 days earned per month (18 per year).
SICK LEAVE
1 day given per month. Allowed to accrue maximum of 80 days.
SICK LEAVE POOL
Smith County has established a Sick Leave Pool on a voluntary, contributory basis.
MILITARY LEAVE
Granted up to 15 calendar days per year.
ADMINISTRATIVE LEAVE
Unpaid leave may be granted by Department Head for up to 60 days (over 60 days requires Commissioners Court approval) for purposes of:
(1) education that may contribute to the benefit of the County,
(2) public service assignment,
(3) attending to important personal business.
CITIZENSHIP LEAVE
Provides that employees receive normal pay during period called for jury duty which includes both the jury selection process and, if selected, the time the employee actually spends serving on the jury; serving as a subpoenaed witness; and for the purpose of voting.
FAMILY AND MEDICAL LEAVE
Provides for up to 12 weeks of unpaid, job-protected leave to eligible employees for certain family and medical reasons during a 12-month period, and up to 26 weeks of unpaid leave in a single 12-month period to care for a covered service member with a serious injury or illness.
MEDICAL INSURANCE
Smith County offers a Preferred Provider Organization (PPO) plan to its employees and employees' eligible dependents. The plan is administered by The Health Plan.
DRUG CARD COVERAGE
Employee prescription costs are $10 Copay for Generic, $30 Copay* for Formulary Brand, $45 Copay* for Non-Formulary Brand. Mail service is available for maintenance prescriptions. 90-day max supply retail or mail order.

*Mandatory Generic - if generic is available, you will pay the difference between the generic drug and the Brand, plus the Brand copay.
DENTAL INSURANCE
Preventative checkups and cleaning (2 per year) at no cost to employee. Dental work after a $50 deductible per year (maximum of $150 per family) has maximum benefit of $2,000 per year per covered person. Basic services are covered at 80%, major services at 80% and orthodontics (up to age 19) at 50% up to $1,500 lifetime benefit.
LIFE INSURANCE
Up to $10,000 paid for by County. Additional supplemental coverage available at employee's expense.
ACCIDENTAL DEATH & DISMEMBERMENT INSURANCE
Furnished at no cost to employee. Pays 50% of life amount for loss of limb or eye; 100% for loss of 2 limbs or death due to an accident.
RETIREMENT
Employees are eligible to retire: after 20 years of service regardless of age, at age 60 with at least 8 years of service or when age plus service equals 75.
DEFERRED COMPENSATION
A payroll deduction savings plan which allows employees to contribute a portion of their salary before Federal taxes - to invest in a tax-favored supplemental retirement program.
