Scope of Job

Leads the department on project controls and project management systems technology, data analysis, and digital transformation for planning and construction. Drives innovation through the integration of advanced project management technologies, including data analytics and artificial intelligence to enhance capital and institutional project delivery, improve decision-making, and ensure measurable operational impact. Serves as a key subject matter expert to leadership on project management technology strategy, project health data integrity, and digital transformation initiatives supporting planning and construction.

Description of Duties
  • Responsible for the strategic direction, maintenance, and performance of the department's project management technology ecosystem, and workflow platforms, enterprise system integrations, and data governance frameworks that support project delivery and executive decision-making.
  • Administers and provides executive-level reporting and analysis on the health of the institution's capital and institutional project portfolio; partners with the AVP for Planning and Construction to identify and mitigate risks related to budget, schedule, compliance, and data integrity to support informed decision-making.
  • Leads the development, implementation, and ongoing management of the department's project management technology and digital transformation strategy, including data governance and enterprise system integration to improve project delivery, performance, and accountability.
  • Oversees the administration, configuration, and optimization of project management platforms (e.g., Procore, SmartPM, project information budget sheets) and related departmental systems, including ERP integration to ensure accurate data exchange, system performance, and reliable reporting.
  • Serves as the department's subject matter expert on project data analysis, reporting standards, and project management technology systems; establishes and maintains data governance and reporting practices that support accurate, timely, and actionable information for project oversight and decision-making.
  • Leads the strategic adoption and responsible use of university-authorized artificial intelligence (AI) technologies as it relates to the project management internal workflows within the department, ensuring accuracy, compliance with institutional policies, and appropriate risk management in coordination with Information Security.
  • Partners with the AVP for Planning and Construction to redesign project workflows and business processes using data-driven insights and project management technology tools to improve efficiency, transparency, and project performance.
  • Evaluates, selects, and implements new project management technologies and system enhancements to improve operational efficiency, reduce costs, and support departmental goals.
  • Leads implementation of project management and any related procurement, and financial technologies within the department, ensuring effective change management and user adoption.
  • Develops and implements comprehensive project management software training processes, ensures new hires for department have the correct access to systems and provides user navigation training, and provides user support strategies to ensure effective and consistent use of the department's project management technology systems.
  • Ensures compliance with applicable regulations and standards, including UT System capital project delivery processes, Board of Regents rules, Texas Higher Education Coordinating Board (THECB) requirements and state procurement regulations.
  • Coordinates with central university IT and other departments to ensure alignment with broader institutional technology standards and initiatives.
  • Conducts system audits and performance evaluations to ensure return on investment, consistent utilization, and continuous improvement of departmental technology resources.
  • Establishes and maintains strategic relationships with vendors and external partners; monitors industry trends and emerging technologies to inform departmental strategy and decision-making.
  • Collaborates with the Planning and Construction Contracts and Financial Services team in the alignment and collection of project data and reporting.
  • Communicates project management technology strategies, system updates, and process changes to stakeholders across the University.
  • Performs personnel administrative functions (e.g. hiring, training, supervising, evaluating, providing professional development opportunities, etc.) for the purpose of maintaining adequate staffing, enhancing productivity of personnel and ensuring department/program outcomes are achieved.
  • Performs other duties as assigned.

Required Education

Bachelor's degree in Construction Science, Construction Management, Civil Engineering, Data Analytics, Computer Science, Information Systems, or a related field from an accredited institution.

Preferred Education

Master's degree in Construction Management, Business Administration, Information Systems, Data Analytics, Engineering, or a related discipline.

Licenses/Certifications

As condition of employment this position requires the applicant to be authorized to operate a University-Owned Vehicle for Official University Business. Per University of Texas System Policy 157, applicants will be subject to a motor vehicle record check for their most recent thirty-six (36) month history. Out of State Drivers are required to submit a 36-month history MVR from their prior State of residence(s).

Required Experience
  • Five (5) years of progressively responsible experience, including leadership responsibility for technology systems, system integrations, project controls, data analytics, or process improvement initiatives within construction, facilities, or related project environments.
  • Experience administering and optimizing project management platforms such as Procore and experience in integrating with enterprise systems (ERP).


Preferred Experience

Experience in higher education, public sector, project management, Construction management, or similarly complex institutional environments.

Equipment

Use of standard office equipment and software, including Microsoft Office Suite, Adobe products, and project management software such as Procore.

Working Conditions

Needs to be able to successfully perform all required duties. Work is performed primarily in a general office environment. Some travel and weekend work is required. UTRGV is a distributed institution, which may require presence at multiple locations throughout the Rio Grande Valley. Office, construction, and industrial environments. May require travel between multiple campus locations. Work may include evenings, weekends, and extended hours as needed. Requires the ability to perform physical activities such as standing, walking, bending, and lifting up to 20 pounds.
