Summary

You will serve as the FACILITITIES MANAGER (ADMINISTRATIVE/TECHNICAL SPECIALIST) in the Integrated Engagement Systems Department of NAVSURFWARCENDLD.

The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $158,322).

Duties

Help

  • You will execute strategic planning of the Departments structures, facilities and space utilization.
  • You will coordinate across NSWCDD and across the Department to ensure facility and infrastructure related requirements are being met and perform required inspections as necessary.
  • You will be responsible for implementing policy and direction for structures and facilities, and for all technical and administrative developments related to construction, renovation, operations, and maintenance.
  • You will collaborate with the Property Management lead with the planning, programming, and property responsibilities for the Department's structures and facilities.
  • You will plan and develop projects to enhance the effectiveness of, and resolve problems associated with, facilities maintenance and repair; and will develop viable facility projects for the future.
  • You will determine the impact and interface of all facilities support activities on major organizational goals.
  • You will develop and implement plans to assure that workforce and material resource needs, allocation, and utilization are effectively integrated and coordinated to support department projects.
  • You will maintain surveillance of the physical condition of the buildings and grounds and determine the requirements for the maintenance and repair of existing facilities, utilities, and grounds.
  • You will sustain a comprehensive preventative maintenance program to facilitate master planning, budgeting, scheduling, and execution.
  • You will cooperate and communicate with members of the NSWCDD Infrastructure Management Board and Facilities Tactical Working Group.
  • You will be the Safety POC for injuries, mishaps and training.
  • You will ensure compliance with policies, plans, programs and directives issued by the Department Head.
  • You will be responsible for leadership and execution of strategic facilities efforts related to the departments infrastructures, facilities, safety programs, and space utilization.
  • You will lead and coordinate Department facilities projects and contribute to Center-level initiatives.
  • You will be responsible for Department tasks relating to facilities, utilities, and equipment.
  • You will lead efforts associated with CIP projects/proposal efforts, as well as facilities/property upgrades for the Department.
  • You will inform and advise the Department Head on any facility project or issue that may impact major organizational goals or affect product delivery to the warfighter.
  • You will manage Department's daily priorities, strategic, operational and preventative in nature, to maximize the effectiveness of the group to support the Department Heads' vision.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.


Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-04 (GS-11/12 equivalency), in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Demonstrated experience leading and overseeing facilities operations in a large, complex installation or campus-style environment. Qualifying experience may include planning and coordinating facilities maintenance, repair, space utilization requirements, capital improvement projects (CIP), safety inspection programs, ensuring compliance with policies and directives, managing preventive and corrective maintenance programs, and close collaboration with program engineers, NAVFAC, and Senior leadership.
