Summary

This position is located in the U.S. Patent and Trademark Office, the Office of the Chief Administrative Officer (OCAO), Office of Administrative Services (OAS), Business Operations Division (BOD). The OCAO provides administrative services and support to all USPTO business units. The OAS mission is to plan and administer a variety of administrative support programs responsive to the needs of the USPTO workforce.

The physical worksite for this position is located in Alexandria, Virginia. Presence at the Alexandria, VA campus is required for this role, as it includes on site functions that must be performed in person. Position may be eligible for situational telework in accordance with agency policy/business unit discretion. The agency currently allows for 52 hours of telework per calendar year.

  • You are eager to serve as a senior advisor to leadership, management, and staff on acquisition planning, contract strategy, and policy compliance, ensuring alignment with Federal Acquisition Regulation (FAR), agency policy, and fiscal law.
  • You are excited about managingthe end-to-end budget formulation to execution lifecycle by closely monitoring commitments, obligations, expenditures, and reprogramming actions. Ensure funds are used effectively and all financial activities comply with federal appropriations law and fiscal policies. Prepare financial analyses, annual spending plans, and variance reports to provide strategic, data-driven recommendations that support executive leadership decision-making.
  • You are motivated to develop and manage the USPTO hiring plan to align workforce planning with organizational priorities and available funding. Conduct position management and workforce analysis to architect optimal reporting structure, ensure precise grade alignment, and validate mission-focused workload distribution.
  • You enjoy facilitating the Fraud Risk Inventory Assessment process by coordinating input from responsible offices, ensuring timely submission, and tracking corrective actions. Review, update, facilitate, and submit process memos and flowcharts that document internal workflows and strengthen control environments.
  • You value auditing, analyzing, and reviewing documentation procedures and controls, files, directives, forms, records control, and disposal procedures.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. OPM Qualifications Standards are available at Administrative Officer Series 0341.

Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, you must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service: For this position, the next lower grade level is a GS-13.

Specialized experience for this position includes:

  • Experience providing oversight and strategic direction for procurement and acquisition activities;
  • Experience providing input for multi-year financial planning, resource allocation, and the President's Budget submission;
  • Experience collaborating with HR and leadership on staffing actions, reassignments, promotions, and workforce restructuring initiatives;
  • Experience reviewing and facilitating Internal Control Reports and Assessments; and
  • Experience serving as the central point of contact for administrative and operational matters affecting staff.


Selective Placement Factor:

  • Must currently possess COR Level II certification.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education may not be substituted for specialized experience at this grade level.

Additional information

Time-in-grade/band requirements must be met by the closing date of the announcement unless eligible for special hiring authority, reinstatement eligible, non-current Federal employee applying as a VEOA eligible which do not require time-in-grade/band.

This is a Non Bargaining Unit position.

This is a Public Trust position and has a risk level designation of "high".

Relocation Expenses are not authorized and will not be paid.
