POSITION SUMMARY/CLASS DESCRIPTION POSITION SUMMARY:This position is responsible for technology-based tasks associated with the processing of Body Worn Camera video/audio rand other digital evidence records. Responding to requests for criminal justice records in compliance with Maryland Public Information Act (PIA), Federal Freedom of Information Act (FOIA), and other record release laws and regulations. This position is responsible for the collection, categorization, review, redaction, release, and retention of criminal justice records.
STARTING SALARY HIRING RANGE:$30.31 - $32.22$63,034 - $67,018*This is the anticipated starting salary range for this position. Please note that the final salary will be determined by the Office of Human Resources, commensurate with experience and aligned to ensure internal equity with similarly situated roles.*
CLASS DESCRIPTION:Performs professional level administrative work, which may include supervisory responsibility, under general supervision from an administrative or technical superior. Work includes carrying out administrative and technical tasks related to administrative support, public information, and purchasing.
*This is a Classified position, meaning that it is a part of the Howard County Classified Service upon completion of a probationary period of at least six (6) months* ESSENTIAL DUTIES AND RESPONSIBILITIESDigital Evidence Management:- Ensure all body-worn camera footage and other digital evidence is properly cataloged, tagged, filed, and easily accessed and cross-referenced with case files.
- Operate computer systems to enter, retrieve, review, and redact videos and other digital records.
- Verify accuracy of entered data and make necessary corrections.
- Complete the expungement process for Body-Worn Camera footage and other digital evidence in compliance with court orders.
Records Management and Compliance:- Maintain records management security protocols and confidentiality.
- Complete various record management processes and ensure accurate and complete resolution of assigned tasks.
- Maintain the confidentiality and integrity of sensitive information and records.
Legal and Public Records Processing:- Process subpoenas and State's Attorney's Office requests for police department records, including video/audio recordings and other criminal justice records, within required deadlines.
- Process requests for video/audio and other criminal justice records in compliance with Maryland PIA, FOIA, and other applicable laws.
Communication and Customer Service:- Review incoming correspondence and prepare appropriate replies.
- Receive, investigate, and resolve complaints as necessary.
- Respond to inquiries and explain regulations, procedures, policies, and applicable laws within appropriate time frames.
General Administrative Duties:- Utilize word processing, database, video/audio applications, and other software programs as required.
- Performs general clerical tasks, which may include answering telephone calls, entering data into a computer, making copies, sending/receiving faxes, filing documentation, or prepares outgoing mail/packages, or receiving incoming mail.
- Perform other duties as assigned.
SUPERVISORY RESPONSIBILITIES:This position has no supervisory responsibilities.
MINIMUM REQUIRED EDUCATION/EXPERIENCE Bachelor's Degree and one (1) year of related experience or an equivalent combination of education and experience.
REQUIRED CERTIFICATIONS, LICENSES, AND REGISTRATIONS:Possession of a valid driver's license.
PREFERRED EDUCATION, KNOWLEDGE, SKILLS AND ABILITIES:- Experience and knowledge in administering the Maryland Public Information Act, Federal Freedom of Information Act, regulations regarding electronic records, protections applied to personal identifying information (PII), and other record/data release laws and regulations.
- Demonstrated research capabilities, verbal, and written communication skills, and the ability to plan, organize, prioritize work assignments. Ability to prioritize and manage multiple tasks simultaneously and have the ability to adapt to changes in processes as necessary.
- Understand and follow complex written and oral instructions and effectively apply proper technical solutions, policies, procedures and guidelines.
- Must be able to demonstrate an understanding and compliance of departmental policies and laws governing body worn cameras, evidence submission, and public record laws. Ability to organize and maintain control over a secure and confidential records environment.
- Ability to operate a computer to enter, retrieve, review or modify data; verify accuracy of entered data, redact, and make corrections; utilize word processing, database, video and audio programs, redaction software, digital rendering processes, or other programs. Knowledge of computerized records management systems and data extraction methods.

FLEXIBLE BENEFITS PLAN: Under the County's flexible benefits plan called CountyFlex, employees may elect to enroll in medical insurance plans, dental insurance plans, optional life insurance, dependent life insurance, and healthcare and dependent care flexible spending accounts. Employee contributions to these benefits are made on a pre-tax basis. GROUP TERM LIFE INSURANCE: Employees receive a group term life insurance benefit equal to 2 times their annual salary at no cost. Accidental death and dismemberment coverage is included. The County pays the entire cost for this benefit. Employees may purchase additional coverage under the CountyFlex benefits plan.
PAID LEAVE BENEFITS: Annual and Disability Leaves are accrued over 24 pay periods each year. Personal leave is credited on January 1st each year. Use of Annual, Disability and/or Personal Leave requires supervisory approval.
ANNUAL LEAVE: During the first 5 years of employment, employees accrue the equivalent of 13 days per year. From years 6 through 10, the accrual is the equivalent of 16 days per year. From years 11 through 20, the accrual is the equivalent of 19 days per year. From year 21 on, the accrual is the equivalent of 21 days per year. Annual leave may not be used during the first 6 months of employment. A maximum of 40 days may be carried over from one fiscal year to the next.
DISABILITY LEAVE: Employees accrue the equivalent of 1 day per month (12 days per year). There is no maximum accrual. This leave may be used for the disabling illness/injury of the employee, spouse or minor child or for a serious medical condition approved under F.M.L.A. Absences of over 3 days must be substantiated by a physician's certificate.
PERSONAL LEAVE: Employees receive 6 personal leave days each calendar year to be taken during the calendar year. Employees hired after April 30th receive 4 days of personal leave that year; those hired after August 31st receive 2 days; and those hired after November 30th receive no personal leave for that year. Personal leave may not be carried over.
HOLIDAYS: Employees are paid for the following holidays: New Year's Day; Martin Luther King Day; President's Day; Good Friday; Memorial Day; Juneteenth; Independence Day; Labor Day; Columbus Day; Veteran's Day; Thanksgiving Day; Friday after Thanksgiving Day; Christmas Day.
OTHER PAID LEAVE: Other paid leave will be granted for approved jury duty, military leave, bereavement leave and official leave. Unpaid leave will be granted in accordance with the Family and Medical Leave Act.
RETIREMENT: Howard County sponsors a defined benefit plan for its employees. participation in the plan is mandatory. Employees are required to make contributions to the plan, which are taken on a pre-tax basis. Contribution rates are dependent upon t
