Assistant Superintendent of Business Services -

Papillion La Vista Community Schools - Begins July 1, 2027

Description: The Assistant Superintendent of Business Services provides districtwide leadership and oversight of the District's business and operational functions. As a member of the Superintendent's leadership team, this position works collaboratively with the Superintendent and other District leaders to ensure the effective stewardship of financial and physical resources and to support the District's educational programs, strategic priorities, and long-term goals.

Qualifications: Education Specialist (Ed.S.) or Doctor of Education (Ed.D.) degree and a valid Nebraska Superintendent endorsement, or eligibility to obtain a provisional Superintendent endorsement, required.

Experience: Minimum of ten years of successful professional experience in education, including teaching, administrative, and/or supervisory experience

Other Requirements: Such alternatives to the above qualifications as the Board of Education may find appropriate and acceptable

Reports to: Superintendent of Schools

Supervises: Staff assigned to the Business Services Department and other personnel as designated by the Superintendent.

Responsibilities:
  • Demonstrates dependable and reliable attendance and fulfills the responsibilities of the position in a professional and timely manner.
  • Provides leadership and oversight for the District's financial operations, including budgeting, accounting, payroll, purchasing, investments, cash management, and financial reporting.
  • Leads the development, administration, and monitoring of the District's annual budget and long-range financial plans in alignment with District priorities and applicable legal requirements.
  • Prepares and presents budget documents, financial reports, revenue projections, expenditure information, and other financial information to the Superintendent and Board of Education.
  • Monitors the District's revenues, expenditures, cash flow, investments, bank accounts, and fund balances to promote sound fiscal management and ensure the appropriate use of District resources.
  • Oversees the management and accounting of District funds, including general, building, bond, and other funds, in accordance with applicable laws, regulations, Board policies, and accounting requirements.
  • Monitors state and federal funding programs and legislative developments that may affect District revenues, expenditures, or business operations. Coordinates required applications, reports, and documentation related to applicable funding programs.
  • Provides leadership for the District's accounting processes, including accounts payable, accounts receivable, purchasing, financial reporting, and internal controls.
  • Coordinates and oversees the District's annual independent audit and other financial reviews, ensuring compliance with applicable requirements and addressing audit findings and recommendations as appropriate.
  • Oversees District payroll operations and ensures compliance with applicable requirements related to taxes, retirement, employee deductions, reporting, and other payroll obligations.
  • Provides leadership and oversight for District purchasing, procurement, competitive bidding, contracts, and cooperative purchasing processes in accordance with applicable laws, Board policies, and District procedures.
  • Oversees the District's insurance, risk management, workers' compensation, and unemployment insurance programs and ensures required documentation and reporting are completed appropriately.
  • Provides leadership for long-range facility planning, including the evaluation of enrollment and growth projections, facility needs, building capacity, site needs, renovations, and future construction.
  • Works collaboratively with architects, engineers, construction professionals, legal counsel, and other consultants in the planning, design, construction, renovation, and maintenance of District facilities.
  • Oversees processes related to the acquisition, disposition, and management of District real property, including land and facilities, in consultation with the Superintendent, Board of Education, and legal counsel as appropriate.
  • Provides leadership and financial planning related to bond issues, capital improvement projects, and other long-term facility and infrastructure needs.
  • Oversees the maintenance of appropriate records and inventories of District property, facilities, equipment, and other assets.
  • Provides leadership and oversight to assigned Business Services departments and programs, which may include finance, buildings and grounds, maintenance, custodial services, transportation, nutrition services, purchasing, warehouse operations, and other areas as assigned.
  • Supervises, supports, and evaluates assigned administrators and staff and promotes effective communication, collaboration, accountability, and continuous improvement within areas of responsibility.
  • Collaborates with District leadership regarding staffing projections, enrollment and growth trends, budgetary considerations, and the allocation of personnel and other District resources.
  • Provides financial analysis, research, projections, and recommendations to support collective bargaining and other labor relations activities and participates in negotiations as assigned by the Superintendent.
  • Serves as a resource and advisor to the Superintendent, Board of Education, District administrators, and staff regarding financial, operational, facility, legislation, and business matters.
  • Prepares agendas, reports, financial analyses, and supporting information for Board of Education meetings and committees, including those related to finance, facilities, and other assigned areas.
  • Attends regular and special meetings of the Board of Education as requested and presents information and recommendations related to assigned areas of responsibility.
  • Establishes and maintains effective internal controls, procedures, and systems to safeguard District assets, promote operational efficiency, and support compliance with applicable laws, regulations, Board policies, and District procedures.
  • Maintains current knowledge of laws, regulations, accounting standards, funding requirements, and legislative developments affecting public school finance and District business operations.
  • Collaborates with members of the Superintendent's leadership team and other District administrators to support the District's strategic priorities and ensure that financial and operational decisions support the educational needs of students.
  • Serves as primary point of contact for all matters related to state and local legislative lobbying efforts.
  • Performs other duties as assigned by the Superintendent and/or Board of Education.

Terms of Employment: 12 month, 260-day contract with salary and benefits determined by the Board of Education.
