Full Job Description
NYC Health Department seeks an Action Center Manager to join the newly- established Bureau of Queens Neighborhood Health. This Bureau will contribute to the larger Neighborhood Health Strategy and complement the work of the other Bureaus of Neighborhood Health in Brooklyn, Harlem, and the Bronx. Reporting into the Assistant Commissioner, the Action Center Manager will serve as the lead for the Jamaica Health Action Center, including its development and launch. To start, the Action Center Manager will support engagement with NYC Health Department teams overseeing capital renovations as a liaison to the program team; after renovations are complete, the Action Center Manager will serve as the point person for the Action Center space.
Job Duties and Responsibilities:
DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
- Oversee all programs and operations within the Jamaica Neighborhood Health Action Center, aligning with the Bureau's focus to address and reduce health inequities in underserved communities;
- Liaise with NYC Health Department administrative teams, including facilities and operations teams, in support of Action Center renovations, capital spending, and ongoing needs;
- Partner with team members to develop and lead a Governance Council, ensuring compliance with agreements and fostering collaboration among stakeholders;
- Implement strategic initiatives at the Action Center, such as educational workshops and other community-focused events, to drive engagement in the Action Center space;
- Foster relationships with building programs, including colleagues in clinical spaces separate from the Action Center;
- Supervise a team of staff and volunteers, promoting professional growth and achieving operational excellence;
- Spearhead community engagement efforts, driving participation in key health programs and strengthening local partnerships;
- Collaborate with colleagues across other Action Centers to develop and implement aligned practices and programming;
- Support development and implementation of bureau strategic plan activities at the Action Center in partnership with the Assistant Commissioner and colleagues;
- Participate in the hiring, training of staff, volunteers and interns.
This role will primarily work in Jamaica, Queens; however, the position will be initially assigned to Long Island City, Queens at least one day per week while renovations are underway at the Jamaica location.
Preferred Skills:
- 2+ years of community work experience;
- Knowledge of budgeting, procurement processes and basic finance;
- Excellent organizational skills and highly detail oriented;
- Excellent oral and written communication skills;
- Demonstrated ability to effectively establish and maintain working relationships with community groups;
- Knowledge of Queens local communities and local organization leadership, specifically Jamaica and surrounding areas;
- Comfortable speaking in public;
- Experience and comfort applying a racial equity lens;
- Bilingual Spanish, French, Urdu or other language proficiency encouraged to apply.

Qualifications
1. A baccalaureate degree from an accredited college and five years of full-time professional satisfactory experience acquired within the last fifteen years, in a health services setting such as a laboratory, hospital, or other patient care facility, or in a public health, environmental health, or mental hygiene program, at least 18 months of which must have been in a managerial capacity, consisting of managerial experience clearly demonstrating the ability to perform difficult and responsible managerial work, requiring independent decision-making concerning program management, planning, allocation of resources, and the scheduling and assignment of work.
2. Education and/or experience equivalent to "1" above. Education may be substituted for experience on the basis that each 30 graduate semester credits from an accredited college in hospital administration, public health, public administration, business administration, management or administration can be substituted for one year of non-managerial experience up to a maximum of 60 semester credits for two years. However, all candidates must have a minimum of a baccalaureate degree and 18 months of managerial experience as described in "1" above.
