Responsibilities

The Acquisition Analyst is responsible for but not limited to assisting in performing research, analysis, coordination, management of resources, monitoring, and drafting of procurement packages to ensure contract compliance with DHA contractual requirements and adherence to terms and conditions.

  • Provide technical support for all pre-award acquisition activities. All documentation shall be prepared in Draft form for Government oversight’s review and approval.
    • Requirements Documentation: Assisting in the development, consolidation, and editing of acquisition requirements documents, such as Performance Work Statements (PWS), Statements of Objectives (SOO), and market research reports.
    • Acquisition Planning: Supporting the development of acquisition strategies and plans, drafting documents for Government oversight’s review.
    • Financial Analysis: Conducting analysis to support the development of Independent Government Cost Estimates (IGCEs).
    • Records Management: Establishing and maintaining pre-award documentation files in accordance with federal regulations and agency policies.
  • Provide post-award contract administration support for all contracts and task orders identified as being in-scope by the Government.
    • Performance Monitoring:provide support by continuously monitoring contractor performance against the terms, conditions, and quality standards of their respective contracts. This includes tracking deliverable submissions, timelines, and overall compliance and will report all findings to the appropriate government personnel (i.e., COR).
    • Stakeholder Coordination:serve as a liaison between the Government COR and Military Treatment Facility (MTF) Chief Information Officers (CIOs). Solicit and consolidate feedback from MTF CIOs regarding vendor performance, change requests, and reports.
    • Reporting and Communication:communicate all findings on vendor performance, risks, and compliance issues provided by Stakeholders to the COR to ensure the Government has full visibility of the vendors' ability to meet their contractual obligations.
    • Financial Analysis & Invoice Review: perform financial analysis for awarded contracts, track expenditures, and review the accuracy of contractor invoices and financial reports for Government acceptance and approval.
    • Records Management:For post award actions, assist the Government oversight to maintain comprehensive and audit-ready contract files all, as required by policy for contract files.
Qualifications

Required Qualifications:

  • 5 years of progressive experience in this discipline with a bachelor's degree or 9 years of experience with a High School diploma.
  • Have or obtain favorable Tier 1 investigation.
  • Government contract requires person possess proof of U.S. citizenship and the ability to obtain a Public Trust.
  • Prior experience with Government hardware, software, and/or labor contract acquisition support (desired)

Preferred Qualifications:

  • Six (6) years of progressive experience in this discipline.
Target Salary Range$66,000 - $106,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
