Under general direction, plans, schedules, assigns, and reviews the work of assigned accounting staff within the Finance Department; performs complex and varied technical and professional accounting work, including auditing, analyzing, and reconciling various accounts, preparing financial and statistical reports, assisting in budget preparation, preparing year-end audit reports and schedules, and developing financial analysis and reporting and internal control practices; researches, interprets, and analyzes Generally Accepted Accounting Principles (GAAP) and Trial Court Financial Policies and Procedures (FIN)guidelines; performs related work as required.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from an assigned Finance Manager. Exercises direct and general supervision over assigned staff.
CLASS CHARACTERISTICS
This is the full supervisory-level class in the professional accountant series responsible for planning, organizing, supervising, reviewing, and evaluating the work of assigned staff in the Finance Department. Performance of the work requires the use of considerable independence, initiative, and discretion within established guidelines. Responsibilities include performing diverse, specialized, and complex work involving significant accountability and decision-making responsibility, involving frequent contact with the public. This class is distinguished from the Finance Manager in the latter has overall responsibility and oversight of assigned accounting and financial programs and services.

- Plans, organizes, assigns, supervises, and reviews the work of assigned staff; determines and recommends staffing needs; selects, trains, motivates, and evaluates assigned staff, mentors and provides feedback to correct deficiencies, engages in succession planning and leadership development, and implements discipline and termination procedures.
- Ensures compliance with all applicable regulations, standards, policies and procedures; develops and implements internal mechanisms for the continuing review of services administered, recommends improvements and modifications and prepares various reports on staff activities and projects.
- Develops and implements goals, objectives, policies, procedures, work standards, and internal control systems; ensures compliance with local, state, and federal laws and regulations as well as governmental accounting and auditing standards.
- Provides advice and analyses in the administration and implementation of the Court's financial, auditing, budget, and accounting programs; analyzes various financial reports.
- Participates in the preparation of Court budget; explains, interprets, and enforces budget policies and procedures; participates in new project/program feasibility discussions and analyses; establishes and prepares indirect cost allocations and conducts presentations as needed.
- Supervises and monitors expenditures, revenues, and budget allocations to determine the Court's financial status and prepares custom reports, graphs, and schedules as needed; reviews and approves journal entries and reconciles balance sheets and accounts.
- Performs the more complex accounting, financial, and statistical analysis; prepares, review, and approves financial documents and transaction in accounting system; create complex billing statements and invoices; stays abreast of changing regulatory and judicial reporting requirements.
- Ensures encumbrances and payments are correct and in full compliance with all applicable fiscal and program contract requirements; tracks and monitors all charges made to designated program funds; prepares funding source requisitions and transfers; prepares periodic reports to funding sources; closes out completed programs, reconciling total expenses to authorized funding; approves the electronic draw down of authorized funds.
- Oversees Court's trust accounts including deposits, disbursements, and reconciliation to ensure the integrity of the accounts and to safeguard against fraud and misappropriation.
- Oversees year-end accounting activities including analytical review of the year-end work papers, trial balances, and general ledger account balances; assists with preparation of notes to the Judicial Council (JCC) and affiliates' financial statements, reviews and comments on draft audits, and follows through with audit inquiries.
- Supervises the maintenance of fixed asset and other subsidiary ledgers; prepares journal entries for the acquisition and disposal of fixed assets; tracks fixed asset purchases against budget; periodically reconciles fixed asset and special fund schedules to accounting records.
- Oversees the preparation of a wide variety of financial and statistical reports, including financial statements, year-end, audit, cash position, and budget reports.
- Conducts special research assignments, gathers and analyzes data, and prepares reports for consideration by management.
- Works directly with staff from other areas within the court to resolve technical accounting and reporting issues and problems.
- Establishes and maintains contact and working relationships with all Court departments, local, state, and federal agencies for acquisition of necessary information, and/or for the implementation of cooperative programs and activities.

Minimum QualificationsEducation and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Education:
- A bachelor's degree from an accredited four-year college or university with major coursework in accounting, finance, or business administration, or a closely related field.
Experience:
- Five (5) years of increasingly responsible professional accounting experience, including one (1) year in a lead or supervisory capacity.
Licenses and Certifications:
- Possession of a valid California Driver's License, a satisfactory driving record, and a properly registered and insured vehicle, to be maintained throughout employment.
- Certified Public Accountant (CPA) is preferred.
QUALIFICATIONS
Knowledge of:
- Principles and practices of employee supervision, including work planning, assignment, review and evaluation, discipline, and the training of staff in work procedures.
- Accounting, auditing, financial analysis, and budget principles and procedures and their application to a variety of accounting transactions and problems.

Physical CharacteristicsPHYSICAL DEMANDS
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 20 pounds.
ENVIRONMENTAL CONDITIONS
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. SUPERVISORY BENEFIT GROUPThe San Bernardino Superior Court offers a range of benefit programs for employees and their eligible dependents. These include medical, dental, vision, and life insurance, as well as a variety of voluntary benefits. Programs and benefit amounts vary and are based on bargaining unit, family size, hire date, plan selection, and number of hours worked. A summary of benefits is provided below.
Health and Welfare BenefitsMEDICAL: The Court offers a variety of comprehensive health plan options to fit individual employee needs. The Court contributes up to $250.00 in benefit plan dollars each pay period to help full-time employees pay for health premiums. In addition, the health plan subsidy the court contributes toward the employee cost is 59% to 63% based on plan selection and level of coverage.
DENTAL: The dental subsidy is equivalent to 100% of the employee only DPPO coverage plan (but not less than twenty-three dollars and two cents {$23.02} per pay period.)
VISION: Court-paid plan for employees. No co-pay/deductible for eye exams; frames and standard lenses or contact lenses (in lieu of standard lenses) every twelve (12) months.
SHORT-TERM DISABILITY: Court-paid benefit that provides partial income replacement in the event that an employee is unable to work due to a non-work related disability.
LIFE INSURANCE: Court-paid basic life insurance benefit of $50,000. Additional supplemental life and AD&D insurance benefits may be purchased voluntarily.
