This position may be eligible for hybrid remote work in accordance with state policy and the agency's remote work program but does require weekly onsite work'
The Accounting Manager I will be a direct report to the Accounting Manager II/Controller. This position is the AR Accounting Manager I for DIT and is responsible for providing oversight of the Department's Accounts Receivable and Cash Management to ensure the Department follows the guidelines in the North Carolina Department of State Treasurer Banking Services Handbook, Bank Reconciliation Manual, and Core Banking User's Manual including maintaining proper accounts receivable and cash records for accurate creation of the Department's ACFR.
Duties include, but are not limited, to:
  • Manage daily accounts receivable and cash management activities including auditing and reconciliation of North Carolina Financial System (NCFS) Daily Cash Availability, Cash Transactions, Deposits, Disbursements, Transfer Reports, and expediting/entering required NCFS Journals including corrective action journals.
  • Assist with Month End Certification including balancing and reconciling NCFS to Core Banking in addition to preparation of Agency monthly bank reconciliations.
  • Prepare monthly, and ad hoc financial reports related to accounts receivable and cash for the Controller's Team.
  • Primary contact for external and internal accounts receivable and cash management inquiries.
  • Prepare and submit accurate accounts receivable and cash management data/information required to complete the Department's ACFR.
  • Identify accounts receivable and cash management issues and promptly communicate findings and recommendations as necessary.
  • Prepares and distributes instructions to all divisions concerning fiscal year end guidance and information related to accounts receivable and cash management that has been approved by the Accounting Manager II/Controller and/or DCFO.
  • Ensure all necessary NCFS entries related to accounts receivable and cash management are made so that the financial statements are in accordance with Generally Accepted Accounting Procedures (GAAP).

Knowledge, Skills and Abilities / Competencies

The following Management Preferences are not required, but applicants that possess these skills are preferred:
  • Experience using NCFS' General Accounting Journal Module
  • Experience with Annual Comprehensive ACFR Accounts Receivable/Cash Management requirements
  • Demonstrated knowledge of accounting principles, practices, and theories related to accounting, auditing, budgeting, and/or financial management
  • Demonstrated experience managing and/or directing complex financial management systems to support organizational goals and compliance requirements
  • Demonstrated ability to interpret and/or analyze financial data and reports to inform decision-making and ensure accuracy and transparency

Minimum Education and Experience Requirements

Bachelor's degree in accounting, or a degree in business administration, finance or public administration or a related discipline from an appropriately accredited institution with 18 semester hours of accounting coursework; and five years of professional accounting experience in the preparation and review of interpretive or analytical accounting/financial statements and reports; of which at least one is supervisory; or equivalent combination of education and experience.
