Accounting ManagerReports To: Corporate Controller FLSA Status: Exempt Salary Range: $87,000 to $93,000 based on experience
POSITION SUMMARY

The Accounting Manager reports directly to the Corporate Controller and manages the day-to-day accounting and financial reporting operations of Housing Opportunity Management Enterprises (HOME) and their affiliates. The position is responsible for timely and accurate financial reporting, general ledger integrity, month-end and year-end close, audit and tax support, internal controls, and supervision of assigned Finance staff.

The Accounting Manager partners with the Corporate Controller and Finance leadership to implement accounting policies, strengthen processes, support budgeting and forecasting, and ensure compliance with generally accepted accounting principles (GAAP), applicable regulatory requirements, grant and contract terms, debt covenants, and Agency policies.

SPECIFIC DUTIES INCLUDE, BUT ARE NOT LIMITED TO THE FOLLOWING:
• Manages the day-to-day accounting operations of HOME and its affiliates, including general ledger activity, account reconciliations, consolidations, invoicing, cash receipts and disbursements, fixed assets, debt, intercompany transactions, and monthly and year-end closure; ensures work is completed accurately and timely.
• Oversees banking and transaction controls, including managing the opening and setup of new bank accounts and related system configuration; supervising credit card transaction posting and reconciliation; reviewing payroll for accuracy, completeness, and proper approval; monitoring accounts receivable and accounts payable aging; and verifying that accounts payable transactions have the required purchase orders, supporting documentation, and approvals.
• Supervises assigned Finance staff, including the following:
• Provides onboarding, training, coaching, and ongoing technical guidance.
• Assigns work, coordinates schedules, establishes deadlines, and balances workloads.
• Reviews work products, monitors performance, and ensures accountability for established standards and deadlines.
• Complete new hire, transfer, probationary, and annual performance evaluations, as applicable.
• Provides employee development, counseling, recognition, and disciplinary action, as needed and in coordination with Human Resources.
• Addresses employee concerns and workplace issues promptly and appropriately, consulting Human Resources when necessary.
• Participates in recruiting, interviewing, selection, and onboarding for open positions within the department.
• Develops and maintains effective working relationships with operating departments, property management teams, auditors, government agencies, lenders, investors, consultants, and vendors.
• Coordinates schedules and supporting documentation for the consolidated financial statement audit, Single Audit, property and component-unit audits, tax returns, and other examinations or reviews.
• Prepares and reviews consolidated and entity-level financial statements, regulatory submissions, lender and investor reports, grant schedules, transaction reports, and supporting analyses in accordance with GAAP and established deadlines for review by the Corporate Controller and presentation to executive leadership and the Board of Commissioners, as applicable.
• Implements, maintains, and documents internal controls, accounting processes, policies, procedures, workflows, and system controls that safeguard assets, support reliable financial reporting, protect confidential information, promote compliance, and improve efficiency; recommends material changes to the Corporate Controller for approval.
• Monitors financial results, performs budget-to-actual and trend analysis, investigates significant variances, and communicates findings and recommended actions to the Corporate Controller.
• Performs other duties as assigned.

Requirements

JOB QUALIFICATIONS AND KNOWLEDGE REQUIREMENTS
• Bachelor's degree from an accredited college or university in Accounting, Finance, or a related field is required; a CPA license or advanced degree is preferred.
• At least ten years of progressively responsible accounting or finance experience is required, including at least six years in a supervisory or management capacity.
• Knowledge of real estate accounting and finance is required; experience with affordable multifamily housing, public housing, Housing Choice Voucher, LIHTC, or RAD programs is preferred.
• Strong knowledge of GAAP, financial statement preparation, internal controls, and applicable federal, state, and local compliance requirements are required.
• Demonstrated experience managing monthly, quarterly, and year-end close processes, including account reconciliations and financial statement preparation.
• At least five years of experience with budgeting, forecasting, and budget-to-actual analysis.
• At least five years of experience supporting external audits; experience with Single Audits and governmental or affordable housing audits is preferred.
• Experience with construction, development, fixed-asset, debt, and intercompany accounting is preferred.
• Demonstrated experience designing, implementing, and improving financial systems, internal controls, policies, and procedures.
• Demonstrated ability to prepare clear, accurate, timely, and well-organized financial statements, schedules, analyses, and written reports.
• Advanced proficiency in Microsoft Excel is required.
• Proficiency in Microsoft Word, PowerPoint, Outlook, and other Microsoft 365 applications are required.
• Advanced proficiency in accounting and enterprise resource planning (ERP) systems is required.
• Ability to manage multiple priorities and deadlines while maintaining accuracy, sound judgment, and professionalism.
• Ability to use tact, discretion, and diplomacy when handling confidential or sensitive matters.
• Experience with Yardi Voyager or a comparable real estate accounting platform is highly preferred.
• Excellent oral and written communication skills, including the ability to explain financial information clearly to financial and non-financial audiences.
