Job Responsibilities

This is position is located in Financial Systems and Reporting, Richland County.

This is an in-office role and not a telecommute or remote position.
Are you the One? We are looking for an Accounting/Fiscal Manager I who will serve as the Financial Systems Manager within the Bureau of the Controller.

  • Manages the maintenance of the accounting system to include table maintenance and report modification, month end, quarter end and fiscal year end closing and the automated SAP/MMIS Interface. Manages enhancements and modifications to SAP as well as managing the coordination of the appropriate data processing activities. Ensures the processing of the automated weekly MMIS/SAP interface is completed accurately and timely. Responsible for submitting master data requests to SCEIS for new master data added to SAP, including but not limited to new functional areas, state funded programs and cost centers. Also, completes the monthly reconciliation of the Agency's Medicaid Management Information System (MMIS) to the Agency's accounting system (SAP) by budget unit code and grant. Analyzes the reconciling exceptions for recurring problems and notifies appropriate staff of these problems. Maintains records according to the records retention policy, ensuring staff retains and destroys records within policy guidelines while providing effective and timely oral and written communications to management, peers, staff and users. Responsible for the fixed asset module in SCEIS including the creation, maintenance and retirement of assets. Performs other duties as assigned.
  • Helps support and enhance a reporting application built using SAP Business Objects tools. Designs, prototypes, develops, tests, implements and supports Business Objects universes, Web Intelligence reports, dashboards, Data Federator projects and Explorer Info Spaces to meet those requirements. Develops and executes unit, system and user acceptance test plans. Develops new reports and dashboard requirements with finance, Human resources and Medicaid program subject matter-experts, as well as project team members and executives.
  • Manage and liaise with external audit staff on audit engagements, including, but not limited to the Single audit, Agreed Upon Procedures (AUP), Annual Comprehensive Financial Report (ACFR) and State and Federal Office of Inspector General. Coordinate with agency staff on the preparation of agency audit responses and corrective action plans. Presents to executive management agency response to audit findings and corrective action plans. Responsible for ensuring all deadlines for information requests are met.
  • Directs the preparation of the agency's annual reporting packages as required by the Comptroller Generals Office (CGO). Responsible for coordinating with financial and program staff to ensure all reporting packages are completed in accordance with Generally Accepted Accounting Principles (GAAP). Responsible for initial review and presents to management for final approval.
  • Responsible for the development of the agency's indirect rate to include all direct salaries for full-time equivalent and temporary grant positions. Directs the quarterly cost allocation process utilizing Business Objects reports and SCEIS in accordance with the agency's approved cost allocation plan to identify any discrepancies. Reviews the journal entry to redistribute indirect cost with management. Coordinate with budget staff to clear any errors when completing the quarterly entry. Responsible for reviewing the agency cost allocation plan annually for any revisions.

Minimum and Additional Requirements

A bachelor's degree in accounting, finance, business, or a related field and professional experience in a related area, such as accounting, auditing, finance, or banking.

An equivalent combination of education and experience may be considered with prior State Human Resources approval.

Preferred Qualifications: A master's degree in business administration, public administration, finance, accounting, economics or a directly related field and five (5) years of progressively responsible executive level leadership, management or quantitative method experience in a finance, accounting or budget-related area or a bachelor's degree and six (6) years of management experience in a finance, accounting or budget -related area. All degrees must be from a college or higher education institution recognized by the U.S. Department of Education & Council for Higher Education Accreditation (CHEA).

Preferred Qualifications

  • Budgeting or finance experience in Medicaid and experience using SCEIS preferred.
  • Ability to demonstrate practical application of the principles, practices and theories of accounting, auditing, banking, budgeting or financial management.
  • Knowledge of laws, regulations and policies applicable to the area of budgeting, accounting, and/or finance.
  • Ability to interpret and analyze complex financial data and reports. Ability to communicate effectively.
  • Knowledge of state governmental and Medicaid finance and budgeting principles.
  • Ability to make and keep schedules. Ability to effectively delegate work and meet deadlines.
  • Ability to proficiently apply mathematical concepts.
  • Ability to plan and implement a complex financial management system.
  • Ability to interpret and analyze financial data and reports.
  • Ability to interpret complicated federal and state statutes, rules and regulations pertaining to applicable programs.
