THE POSITION

As an Accountant 3 for the Department of Human Services, you will take the lead in reviewing financial data that supports major state programs. You will help guide facility staff, analyze complex cost information, and strengthen oversight of federal reporting. DESCRIPTION OF WORK
This position manages the cost reporting process for state mental hospitals and youth facilities while ensuring compliance with federal rules and departmental procedures. As a Accountant 3, you will perform the following duties:
  • Cost Report Oversight: Review cost reports and financial documents to ensure accuracy and timely submission
  • Federal Compliance: Interpret Medicare rules and guide facilities on proper accounting procedures
  • Financial Analysis: Analyze audit adjustments, identify issues, and recommend corrective actions
  • Facility Support: Consult with facility accountants and managers to resolve reporting questions
  • Training Delivery: Train staff on cost reporting requirements and use of reporting systems
  • Data Review: Compile and verify data submissions required for state and federal reporting

Work Schedule and Additional Information:
  • Full-time employment, 37.5 hours per week
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time up to 3 days per week. You will be required to report to the office in person at least 2 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS

Minimum Experience and Training Requirements:
  • One year as an Accountant 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Three years of progressively responsible professional accounting experience, and graduation from a four-year college or university, including or supplemented by fifteen credits in accounting; or
  • Four years of bookkeeping experience and fifteen college credits in accounting may be substituted for college graduation. A Master's degree in Accounting or a related field may be substituted for one year of general work experience.
