The Data Base Consultant serves as the program's lead expert and thought leader in data analytics, performance measurement, and data methodology development.

This position evaluates program data, identifies trends and geographic gaps, develops outcome and performance metrics, and produces visualizations and dashboards to support statewide program decision-making.

The Data Scientist ensures data integrity, identifies anomalies, develops standardized data definitions, and advises on data requirements for a grants management system that will house program reporting.

This position must be able to translate complex analytic findings into clear, digestible narrative for diverse audiences, including senior leadership, federal partners, sub awardees, and community stakeholders.

The Data Scientist reports directly to the Director of the Rural Health Transformation Program.

Key Responsibilities:
• Serve as the program's primary data expert, providing leadership on analytics, reporting frameworks, data methodologies, and measurement design.
• Analyze large and complex datasets using statistical and data analysis software (e.g., SAS, SPSS, R, or similar).
• Use geographic information system (GIS) tools such as ArcGIS or similar platforms to identify spatial trends, geographical gaps, and regional performance patterns.
• Develop methodologies for analyzing, validating, and interpreting program data, including defining assumptions, business rules, and quality checks.
• Build outcome metrics and supporting indicators; design systems to roll data up to statewide measures and drill down to region level and sub awardee level metrics.
• Create dashboards, visualizations, and presentation materials that communicate findings clearly and effectively.
• Develop and maintain data dictionaries and standardized data definitions to ensure uniform reporting across the program.
• Inform the design and development of the program's grants management tool by defining data specifications, structuring data requirements, and advising on reporting architecture.
• Build technical specifications for data elements, formats, validation rules, and reporting templates necessary for the grants management system.
• Produce reports and written summaries that translate complex analytic results into accessible, easy to understand language for audiences of all technical levels.
• Identify errors, inconsistencies, or anomalies in data and collaborate with internal staff, IT teams, and sub awardees to improve data quality and data submission processes.
• Prepare and deliver presentations to senior leadership, federal partners, sub awardees, and stakeholders.
• Collaborate with regional leads, IT staff, procurement staff, and program leadership to ensure data systems support effective program monitoring and evaluation.
• Document analytic methods, assumptions, data definitions, and data processes for transparency and reproducibility.
• Provide data-related technical assistance to internal staff and sub awardees, including training on metric interpretation and reporting expectations.

"This position is 100% grant-funded under the Rural Health Transformation Program with funding from Centers for Medicare and Medicaid Services (CMS).

Funding is currently approved for five years (2026-2031); continuation of this position is contingent upon renewal or extension of grant funding"

KNOWLEDGE, SKILLS, AND ABILITIES
• Proficiency with statistical analysis and data modeling using tools such as SAS, SPSS, R, or comparable platforms.
• Proficiency with spatial analysis and geographic mapping tools such as ArcGIS or similar GIS software.
• Ability to communicate complex data findings clearly, both visually and in writing, for technical and non-technical audiences.
• Ability to develop dashboards and data visualizations (Power BI, Tableau, or similar tools).
• Strong skills in developing, validating, and analyzing outcome measures and performance metrics.
• Ability to identify data anomalies, correcting data errors, and improving data quality.
• Knowledge of public health, health services, or grant-funded program data preferred.
• Strong writing, presentation, and communication skills.
• Ability to design detailed data specifications and requirements for system development, including grants management tools.
• Ability to work independently, manage multiple priorities, and meet deadlines in a fast-paced environment.

MINIMUM QUALIFICATIONS REQUIREMENTS

Four (4) years of experience in data analytics, program evaluation, statistical analysis, or related data science roles, ideally in a public sector or health-related environment.

A bachelor's degree in data science, statistics, public health, epidemiology, mathematics, computer science, or related field can substitute on a year for year basis for the required experience.

Preference will be given to candidates with:
• Experience with state or federal health programs, rural health data, or public health analytics.
• Experience supporting development of data systems, grants management platforms, or reporting architecture.
• Experience presenting to executive leadership and external partners.
• Familiarity with federal performance and reporting requirements for grant-funded programs.
• A master's degree in data science, statistics, public health, epidemiology, mathematics, computer science, or related field.
