340B Pharmacy Manager

Reports to Chief Operations Officer/Chief Medical Officer

Purpose: The 340B Pharmacy Manager is responsible for the qualifications, compliance, operational execution, and financial optimization of the organization's 340B Drug Program. This role leverages deep clinical pharmacy knowledge alongside data analytics to optimize drug purchasing, manage complex inventory workflows, and ensure total compliance with HRSA (Health Resources and Services Administration) regulations. The manager bridges the gap between clinical operations, pharmacy informatics, and federal compliance to stretch scarce resources for underserved patient populations.

Responsibilities and Duties:
  • Serve as the primary subject matter expert on all 340B regulatory matters, ensuring policy alignment with clinical pharmacy workflows.
  • Review clinical documentation and provider status within the Electronic Health Record (EHR) to validate patient and prescription eligibility (preventing drug diversion).
  • Lead routine internal self-audits of mixed-use areas, clinics, and contract pharmacy networks, and direct responses to external HRSA or manufacturer audits.
  • Monitor Medicaid billing workflows to strictly prevent duplicate discounts (managing Medicaid carve-in/carve-out compliance).
  • Oversee inventory optimization, ensuring proper replenishment logic (WAC vs. GPO vs. 340B accounts) to maximize financial savings while avoiding drug shortages.
  • Analyze clinical dispensing data and purchasing trends to uncover optimization opportunities and manage drug cost savings.
  • Manage relationships and contract integrity with pharmaceutical wholesalers, manufacturers, and the organization's contract pharmacy network.
  • Manage and fine-tune split-billing and TPA software configurations to align with formulary changes and clinical substitution protocols.
  • May also serve as a dispensing pharmacist from time to time.


Qualifications:
  • Doctor of Pharmacy (PharmD) or Bachelor of Science in Pharmacy from an ACPE-accredited school of pharmacy.
  • Current, unencumbered Registered Pharmacist (RPh) license in the state of Alabama (or eligible for licensure by reciprocity).
  • Minimum of 3 years of pharmacy experience, with at least 1-2 years of dedicated experience managing 340B program operations or pharmacy compliance in a covered entity (e.g., DSH, FQHC). Completion of a PGY1 or PGY2 Pharmacy Residency in Administration or Managed Care is highly preferred.
  • Strong communication skills to educate clinical staff, medical residents, and providers on 340B regulations and documentation standards.


Travel between Birmingham and Centreville required.
