Job Description

Serve as responsible charge engineer coordinating the administration of Locally Administered and Special Funded projects within the District, including working with localities and VDOT staff to ensure that projects proceed in a manner that support VDOT's on-time, on-budget requirements. Review and scope the yearly Transportation Alternatives applications and participate in Statewide level policy and program management discussions with other VDOT staff involved with the Locally Administered program. Supervise and train professional engineering and technical staff. Plan, develop, coordinate and monitor activities of engineers responsible for the technical review, analyses and approval of engineering activities. Lead projects across functional areas of the department. Provide project management and leadership to include planning, supervising, organizing, monitoring and directing work activities of staff and resources. Coordinate activities with management, stakeholders, customers, and key individuals throughout VDOT. Communicate with internal VDOT staff, local government staff, consultants, citizens and FHWA regarding transportation projects and programs.

How you will contribute:
  • Communications: Respond to technical inquiries from employees, the public, local government agencies, stakeholders and other special interest groups. Establish and maintain timely communications and close working relations with project team members to ensure vital technical project information is disseminated.
  • Facilitate Section Improvement: Suggest and lead the implementation of improvement opportunities for the section. Develop implementation strategies that result in improved quality in the outcomes for customer satisfaction and efficiency.
  • Leadership and Program Support: Provide leadership and direction to assigned engineering team. Provide technical support and assistance to VDOT staff in other divisions or districts on projects as needed to meet goals. Prepare and review technical reports. Act as team and technical lead for projects and proposals. Provides technical leadership to engineers and technical staff. Provides recommendations on various technical aspects of assigned engineering program.
  • Manage District Transportation Alternatives Program: Responsible for the performance of quality control actions required during the development and delivery of projects. Ensure schedules and budgets are kept current. Deliver products and services on time and within budget. Manage multiple projects and adjust priorities as needed.
  • Management Reporting: Prepare frequent management reports documenting staff task assignments, project status and unresolved issues requiring management direction and decision.
  • Project Management: Determine cause of technical schedule delays or problems, recommend solutions and implementation schedule. Report overall project progress to the Project Sponsor, VDOT's Executive Management and other key project stakeholders. Perform quality control actions required during product and service development and delivery. Ensure schedules and estimates are current in the iPM system. Manage time and adjust priorities of tasks when needed.
  • Responsible Charge Engineer: Fulfill duties as responsible charge engineer in compliance with policies, procedures and the Code of Virginia.
  • Team Leadership: Supervise team of engineers and technicians. Assign projects and tasks, monitor work progress and provide guidance. Promote training and development opportunities.

  • Knowledge of civil engineering principles related to roadway design and standard design technical knowledge, ensuring compliance with VDOT's standards, specifications, policies and procedures.
  • Knowledge of local, state and federal transportation rules, regulations, specifications and standards.
  • Knowledge of project management practices and principles.
  • Knowledge of roadway design criteria, hydraulics and construction methods, standards, specifications and materials.
  • Knowledge of strategic, operational and financial management principles, practices and techniques.
  • Knowledge of supervisory principles and practices to include performance management and discipline.
  • Skill in leadership coaching, counseling and training others in effectively planning and scheduling work of diverse teams.

  • Minimum Qualifications:
  • Ability to communicate effectively orally and in writing with internal and external customers.
  • Degree in Civil Engineering or related field.
  • Experience applying roadway design criteria, hydraulics and construction methods, standards, specifications and materials.
  • Experience applying roadway safety standards and special designs to roadway projects.
  • Skill in building networks and relationships with others, e.g. employees, field personnel, contractors, manufacturing and FHWA representatives.
  • Skill in supervising, coaching, counseling, and training others to include planning and scheduling work.
  • Skill in the use of computers and software applications.
  • Valid Professional Engineer's license.
  • Valid driver's license.

  • Additional Considerations:
  • Experience supervising small work groups.
  • Experience working with contracts involving FHWA representatives.
  • Knowledge of Virginia's Enhancement Program guidelines to include federal and state funding, environmental, and civil rights requirements for locally administered projects.
  • Project Management Professional (PMP) certification.
