M9 Solutions is seeking an IT Project Manager to work hybrid remote/on-site on a government contract for a client located in Washington, DC. An active Top Secret clearance with SCI eligibility is required.

ResponsibilitiesSupport the ability to build modern applications leveraging the Agile methodology framework.
Support all phases of analytic work product development, from the identification of key business questions to the development of functional requirements.
Engage with anticipated end-users, to understand the analysts’ current business processes and pain points.
Document how the custom application will address the end user’s pain points and deliver value to the end user by creating artifacts such as process flows for the team.
Help prioritize requirements and develop a consensus about the functionality that will be delivered in the minimum viable product.
Assist the technical development team, by helping develop Jira tickets and support functional testing of the application and delivery to the end users.
Lead the project team through sprint ceremonies and ensure the project provides working software towards the client's goals and objectives, by applying techniques toward schedule and performance aspects of project management.
Lead team on large product delivery efforts or significant segment of large complex projects.
Analyze new and complex product-related problems and create innovative solutions involving scheduling, technology, methodology, tools, and solution components.
Prepare long and short-range plans for application selection, systems development, systems maintenance, and production activities and for necessary support resources.
Collect requirements from the client writing them in the form of user stories and inputting them into the Jira Boards for the developers to work.
Direct and coordinate activities related to the design, development, and implementation of web-based software applications within constraints while ensuring end-user business needs are met.
Participate in technical and non-technical conversations with partners (internal and external to I&A) and contribute/track details throughout discussions.
Manage a small software development team of various skill levels to assess individual strengths and weaknesses to flex efforts towards tasks prioritized by the individual filling this position.
Identify and remove any obstacles/roadblocks to development including assigning non-development tasks to supporting personnel.
Track and document development and architecture using Jira and Confluence as management tools.
Serve as a liaison to non-technical/technical organizations to communicate development progress, and plan system integration testing and execution.
Investigate and troubleshoot unexpected behavior and anomalies and identify potential risks to systems operations communicated using different nomenclature and conventions.
Required Skills and QualificationsAn active Top Secret clearance with SCI eligibility is required.
Bachelor’s degree is required.
Experience with Agile development methodology and serving as a scrum master.
Experience with collaboration tools, such as Jira and Confluence.
Experience leading/managing software application development projects from inception to implementation.
Full-Time Employee CompensationSalary Range: $60,000/year - $180,000/year
