The North Clackamas County Water Commission (NCCWC) owns and operates a 20 million gallon per day potable drinking water plant located along the Clackamas River in Oregon City, Oregon. The plant consists of split slow sand and membrane filtration treatment, serving wholesale water to Oak Lodge Water Services, Sunrise Water Authority and the City of Gladstone (a total population of 90,000 customers). The plant cover operations 24-hour a day, 365 days a year through a combination of on-site and remote work assignments via SCADA control.
The NCCWC is seeking a permanent, full-time Water Treatment Plant Manager. This individual will oversee day to day plant operations, staff work assignments and training, safety, regulatory compliance, emergency operations, purchasing (goods and services) and general personnel administration (timecards, performance evaluations, etc.). The position also requires the individual to serve as part of the regular plant staff and be responsible for its daily operation, maintenance, and repair, as well as the associated water quality sampling, testing, monitoring and reporting. This position reports directly to the General Manager and may assist with presentations and reporting to the Board of Directors.
- Oversee daily plant operations and regulatory compliance for related production.
- Oversees water quality testing and reporting to the Oregon Health Authority.
- Oversees plant operator safety and related training.
- Supervises plant operation staff, including performance evaluations.
- Manages emergency operations and coordinates wholesale water deliveries with partner agencies.
- Assist General Manager with regulatory compliance, budgeting and public reporting.
- Oversee vendor and contactor activities, along with procurement of related goods and services.
- Responsible for key production decision making, maintenance scheduling, and oversight of plant security.
- Participates in daily plant operations and is key member of plant staff.
Knowledge, Skill, and Ability:Ability to manage and supervise staff; knowledge of federal and state drinking water standards; knowledge of advanced water treatment plant operations and related regulatory compliance; familiarity with remote plant operations, SCADA control and related HMI systems; familiarity with plant related security; knowledge of water quality testing, laboratory standards, analytics, and reporting; knowledge of OSHA and occupational safety procedures; knowledge of asset management principles, maintenance, operation, and repair of complex mechanical, electrical, chemical and hydraulic systems; use of forklift, tractor, and other equipment, including basic power tools; familiarity with public procurement of goods and services; experience with managing staff and related leadership skills; able to communicate at a professional level both in writing and verbal formats; professionally interact with staff, vendors, consultants and other relevant parties; ability to operate a computer and related common software platforms including spreadsheets, word processing, other document preparation; able to multitask and effectively make critical decisions; possess good judgement skills and effectively respond during periods of emergency or irregular operations; able to be on-call (work after hours) to respond to system emergencies and alarms (remotely or on-site) in a timely manner; and ability to work weekends and some holidays.
Experience and Training Preferred:The ideal candidate will possess an associate's degree in Water Treatment or related advanced post-secondary training and ten (10) or more years of experience in water treatment plant operations, along with at least two (2) years of experience in a supervisory role; or an equivalent combination of experience and training. Candidates with prior experience operating slow sand or membrane filtration systems are preferred.
Minimum Qualifications:- Possess an Oregon Level 3 Water Treatment Operator certification or higher.
- High level of understanding state and federal drinking water regulations and related compliance standards and reporting.
- Experience with asset management principles and maintenance of advanced water treatment plant equipment.
- Proficient in critical decision making under regular and irregular (emergency) conditions.
- Or an equivalent combination of training and experience that provides the required knowledge and skill to manage and oversee water treatment plant operations.
- A valid Oregon driver's license and satisfactory driving record.

Physical Requirements: This position requires moderate to heavy physical work which must be performed with or without accommodations including:
- Frequent standing, walking, sitting, working with computers and office equipment

- Occasional lifting of up to 50 pounds
- Requires good hearing to communicate with other staff members, hear audible alarms and listen to equipment to detect possible problems

Retirement: NCCWC participates in the Public Employees Retirement System (PERS). Staff members new to PERS will be eligible following 6 months continuous service. There are two types of contributions:
- Member contributions are 6% and immediately vested.
- Employer contributions are vested after contributions have been made in five separate calendar years.
Life Insurance: NCCWC pays for your basic life insurance in the amount of your annual salary to a maximum of $50,000 and accidental death and dismemberment (AD&D) to a maximum of $50,000.
