The Vice President of Talent Acquisition directs the development, implementation and coordination of system-wide policies and programs covering employment placement, staffing, and retention.
*Manage the collecting, recording, measurement, and trending of employment practices including internal and external hiring, turnover and transfer practices of internal and external constituents.
*Measure and analyze workforce staffing and retention data to develop and deploy appropriate responses to meet staffing and retention needs, improve vacancy management, and to develop policies, procedures, practices and guidelines necessary for the optimal administration of the recruitment and retention function.
*Provide advice, counsel, and training to operations managers and supervisors in best practices in hiring and retention.
*Maintain up-to-date knowledge on the applicability of regulatory requirements and effectively apply that knowledge to maintain compliance and further the business objectives of the organization, including but not limited to: JCAHO compliance, I-9 process and compliance, Immigration process related to foreign recruitment, Excluded provider review and compliance, background reference check administration, badge issuance, and new hire process administration.
*Participate in the development, testing, and implementation of new HR-related IS technologies to meet changing HR requirements related to the employment function and continually assess the best utilization of web-based recruitment tools for recruitment sourcing.
*Select, develop, mentor and assign employment staff, establish departmental goals and evaluate performance, make recommendation on personnel actions, and monitor and take action for quality improvement and optimal performance results.
*Advise the Sr. Vice President of HR on the development and implementation of human resources strategic initiatives related to the recruitment and retention function and overall department functionality.
*Ensure the recruitment and employment practices throughout PHS are consistently applied. (Participate in the recruitment and selection of upper level management positions.)
*Development and administration of recruitment strategies, including assessment of the need for and benefits of utilizing internal versus external recruitment methods or sources. Research and document the effectiveness of recruitment approaches and implement changes in processes to continually improve employment services.
*Development, implementation and administration of Hire Right and Retention programs and initiatives.
*Develop and administer the advertising budget, select agencies, media, and approaches to employment/recruitment advertising.
*Establish and enforce guidelines for the use of clerical support temporary agencies to ensure fair and consistent practices throughout the PHS system. Manage RFP process for selecting primary and secondary vendors.
*Gather, analyze and regularly report hiring and retention statistics, trends, and other pertinent data to key stakeholders within and outside the department.
*Establish and maintain relationships with local training and educational institutions for ongoing applicant referral and sourcing requirements in order to develop and implement pipeline initiatives designed to create a pool of potential candidates for future hire, including developing programs with community and educational institutions designed to introduce students to healthcare related careers.
*Participate in the development and maintenance of PHS Affirmative Action programs, maintain records, reports and logs for EEO tracking purposes. Ensure that applicant flow tracking is maintained in accordance with EEO requirements. Ensure a hiring system that is internally and externally equitable and in compliance with OFCCP requirements.
10 years of progressive leadership experience in Talent Acquisition. Previous healthcare experience preferred.
