Job Description

The Administrator for the Service Line has responsibility for implementing and managing formally assigned administrative and operational functions associated with the Service Line in accordance with established the Inova Health System policies, procedures and decision matrix. The Administrator participates in major direction-setting activities for the Service Line in collaboration with the leadership Triad.

Reporting Relationships Service Line Triad Leadership – Role Descriptions

The Administrator for the Service Line has a dual reporting relationship to the Physician leader for the Service Line and the Inova Associate Chief, Clinical Enterprise. Direct reports to the Administrator for the Service Line will be co-designed by the service line leaders and the CEO and the Clinical Enterprise Triad.

Responsibilities

The Administrator for the Service Line has the following responsibilities which will be executed in accordance with the established System policies, procedures and decision matrix:

1. Collaborate with the Physician leader and Nurse leader to develop and implement the overall Service Line strategy and annual priorities and targets (e.g., growth, quality, safety, experience, cost)

a. Maintain and monitor the Key Results/Performance Scorecard for the Service Line

b. Collaborate with Strategy & Planning and Financial Planning and to develop business plans and analyses for Service Line initiatives

2. Collaborate with the Service Line Triad and others to represent the Service Line in budget development and capital planning

a. Complete analysis and develop budget inputs

3. Support development of market and programmatic growth initiatives and execute on plans

a. Collaborate with the Physician leader, care delivery site leadership, other Service Lines and System Services to identify market and programmatic growth opportunities

b. Develop primary market research, as needed, analyses and business plans in partnership with relevant System Services, e.g., Strategy, Marketing, Finance

c. Execute on growth plans and market communications as designated, including negotiation of market and growth transactions

d. Participate in community relations efforts in partnership with care delivery sites, Chief of the Clinical Enterprise and Community Health

4. For those functions formally assigned to the service line, manage operations system-wide for the Service Line in collaboration with site leadership

a. Develop and execute resource plans for the Service Line

b. Manage Service Line costs across all sites of care

c. Develop and implement Service Line administrative policies, procedures and staffing standards

d. Manage formally assigned Service Line care delivery sites in collaboration with site leadership

• Design staffing mix for all Service Line care delivery sites

• Establish hours of operation within Service Line care delivery sites

• Allocate space within Service Line care delivery sites

• Establish patient scheduling processes

• Collaborate with Patient Accounting on patient insurance verification and registration processes

e. Negotiate and execute purchased service contracts for the Service in collaboration with Strategic Sourcing

f. Evaluate the need for and engage external consultants

5. Oversee management systems for all non-clinical staff formally assigned to the Service Line with emphasis on coaching for performance excellence per system standard

a. Recruit, develop and retain staff

b. On-board staff, per system standard/policy

c. Participate in setting compensation for staff

d. Approve schedules for administrative staff

e. Develop Service Line training and education for non-clinical staff

f. Manage administrative staff performance

6. Lead direct reports to the Administrator of the Service Line, including:

7. Collaborate with the Physician leader and Nurse leader to develop and maintain the Service Line as a clinical practice "home" for all staff with emphasis on coaching for performance excellence per system standard

a. Participate in developing and executing engagement plans and culture integration plans for the Service Line

b. Assist with development of internal Service Line communications

8. Build and sustain effective, collaborative partnerships across Inova in ongoing strategic management of the Service Line, including partnerships with the:

a. Physician leader and Nurse leader for the Service Line

b. Care delivery site administrative leadership

c. Administrative leadership of other Service Lines

d. System Services representatives for the Service Line (e.g., HR, IT, Finance, Strategic Planning)

Requirements

Qualifications

•◦Master of Business Administration, Public Health or Health Care Administration degree desired

•◦Desired management experience:

•◦Seven years of experience in progressive administrative leadership roles successfully managing a complex health and patient care delivery setting, preferably a multi-hospital system, and

•◦Three years of progressive administrative and operational experience within a service line or clinical department in which the position required in-depth capabilities in major administrative leadership responsibilities (see below)

•◦Demonstrated capabilities and track record to include:

– Proven leadership abilities - executing for results with a noted style of collaboration and influence in accordance with Inova's values and behaviors

– Experience in operating medical practices and/or hospital units

– Successful and positive interactions with employed and independent physicians

– Skills in strategic market planning, business development and negotiations, financial and operational analysis & management and business plan development.
