Job Summary:
Responsible for the management, performance and completion of multiple high technology programs within Americas regions.   Collaborate with engineering, business development/sales, and operations functions to execute contracts and ensure proposals are executable.  Lead program management process improvement initiatives.  Support broader Cubic initiatives to improve program management excellence throughout the corporation.  Maintains excellent customer relations. Assures that contractual obligations are met within assigned budget and schedule.  Assignment will generally be to higher risk, higher value programs with responsibility at the total system level.   Working with executives across the company, the Vice President Americas Program Management will launch and implement strategic initiatives that improve company profitability. This position typically works under limited supervision and direction. Incumbents of this position will regularly exercise discretionary and substantial decision-making authority.
 

Essential Job Duties and Responsibilities:

  • Ensures each contract is met in the most efficient and profitable manner.
  • Serves as secondary contact with customer.  Acts as customer to company; acts as company to customer for on-going contracts.
  • Leads program execution to meet technical performance within cost and schedule.  
  • Manages, oversees, monitors and approves all elements of assigned program activities from inception to completion.
  • Provides mentorship to program managers to develop skills necessary to successfully execute a wide range of programs across the transportation industry.
  • Effectively manages the program within a matrix organization.
  • Performs program financial management to ensure that profit is earned and cash is collected.
  • Performs earned value management tasks.
  • Actively pursues risk reduction on assigned programs; identifies program issues with sufficient lead for timely resolution.
  • Reports to Sr VP Projects and Delivery (including Global Engineering)
  • Works to grow the program through contract changes and preplanned product improvements.
  • Oversight and management of $500M+ contracts extended multiple years
  • Develops Program Management best practices for the organization and drives continual improvement initiatives
  • Work with General Managers in the Americas to ensure successful deliveries on their respective programs. Duties include reviewing monthly program operations and driving performance improvements.
  • Develops proposals for new business.  Reviews and approves technical approach, feasibility and cost estimates.
  • Coordinates proposal preparation, statements of work and specifications, estimation of product/service costs, negotiation and administration of contracts.
  • Participates in marketing new technology, developing potential new business, and obtaining follow-on business in conjunction with Business Development.
  • Proven understanding of engineering, operations, system integration and test, quality assurance, configuration management, logistics, contract administration, subcontract administration, standard business practices, finance, and the relationship of programs within a portfolio.

Minimum Job Requirements:

Four-year college degree plus fifteen years of project or program management, process improvement and operational experience. Master’s degree and/or PMP preferred.  Experience managing large scale hardware and software development programs through production required. Experience managing cross functional teams across multiple locations preferred. Experience managing programs sized $200M+ and larger preferred. Ability to effectively communicate verbally and in writing, make presentations and conduct negotiations with customers, subcontractors, and vendors.  Requires knowledge of procurement, contracting, and standards and specifications.  Advanced leadership and analytical skills to organize, plan and direct a complex program.  Effective interpersonal skills to lead in sensitive and/or complex situations.  Ability to make effective presentations before groups of senior executives, including customers and governmental agencies. This role will require domestic and some international travel.
