We are looking for a full time Vice President of Business Development (BD) with significant experience and success in growing DoD related business. Overarching responsibilities of this position include: business development, strategic planning, capture management, pipeline management and proposal management. This position located in San Diego and will report to the President/CEO.


  • Business Development
    • Manage team of business development professionals
    • Develop and conduct business development related training for the entire company, as required
    • Implement industry best practices and strategies of new business growth
    • Manage New Business Funds (NBF) within budget
    • Achieve a high win rate
    • Manage development and maintenance of marketing material, including website
    • Manage internal and external press releases and social media
  • Strategic Planning
    • Lead the yearly strategic planning process to shape the future through the establishment of long-range goals
    • Conduct quarterly reviews to assess the effectiveness of the plan, making mid-course corrections as reasonable
  • Capture Management
    • Identify and train capture managers. Ensure that Capture Managers (CMs) assigned have the requisite skills and experience for success
    • Oversight of Customer Relationship Management (CRM) tool
    • Collaborate with other functional personnel and Group (P&L) managers to ensure the capabilities of the entire company are brought to bear
    • Manage performance of capture campaigns
  • Pipeline Management
    • Manage the new business pipeline to ensure there is a robust set of opportunities that are within our ability to successfully prosecute resulting in year-over-year growth
    • Conduct monthly pipeline reviews to ensure all required activities for success are being performed
    • Ensure color teams and gate reviews are held on schedule with knowledgeable participants
  • Proposal Management
    • Manage the proposal center and all proposal assets
    • Prepare the schedule for proposal activities, ensuring gates and color teams are scheduled at appropriate times
    • Hire external resources, if required, to include but not limited to: technical writers, editors, graphics support, and subject matter experts
    • Ensure a 100% compliance proposal is submitted


  • Bachelor’s degree in Business, Engineering or the equivalent (Required). Master’s degree in Business, Engineering or the equivalent (Preferred)
  • 15 years of BD experience or equivalent business development with 5 plus years in a leadership role
  • MUST possess an active DoD security clearance at the SECRET level or higher
  • Prior military or acquisition experiencedesired, specifically Navy
  • Experience managing large-scale, business development teams, including all of the areas identified above
  • Demonstrated high win rate
  • Advanced knowledge of CRM systems such as Salesforce or Zoho required
  • Expertise working in a team based environment
  • Ability to travel to domestic and international customer sites (estimated at 30%)
