Description:  Belcan Government Services has an immediate opportunity as a Vice President, Contracts located in Arlington, VA. This position is a full-time direct position with benefits.

Duties:
BGS is looking for a Vice President, Contracts, who is a proven thought leader in the GovCon industry that can support the company’s aggressive growth trajectory. This seasoned professional will manage and oversee all contracts, subcontracts, and purchasing functions with a focus on providing end-to-end services throughout the opportunity and contract lifecycle.

A successful candidate for this position must demonstrate the following attributes and background traits:

• Provide leadership and mentoring to the team of contract professionals
• Accountable leadership for the effective, efficient, and compliant execution of all contract, subcontract, purchasing, and proposal activities in accordance with company policies, FAR, public law, and Uniform Commercial Code
• Ability to build and maintain strong relationships with client personnel and internal company personnel. Excellent analytical, and negotiation skills.
• Comprehensive knowledge of FAR and government procurement/contracting cycle spanning all major contract types (FFP, PFI, CPAF, CPFF, CPIF, T&M, BOA, IDIQ)
• Experience required with multiple award IDIQ with task orders, enterprise-level managed services contracts, performance-based contracts, service level management, and service level agreements
• Experience in establishing operating policies and procedures for multiple organizational functions and the ability to interpret, execute and recommend revisions to organizational policies
• Collaboration and interacting skills with matrix organization with senior members of leadership in operating division, affiliates and corporate operations, including line management and functional organizations
• Plan, organize, direct, and review the work of personnel engaged in the management and administration of customer contracts, subcontracts, consultants, and vendors to ensure proper discharge of assigned duties
• Select and supervise the training of new personnel as well as providing guidance and assistance to department personnel in resolving complex problems
• Serve as the Small Business Subcontracting Liaison Officer and responsible lead for maintaining business approvals for the Contractor Purchasing System Review (CPSR) and Government Property programs
• Coordinate and take the lead on resolving government contract compliance issues, audits, and FAR interpretations
• Firm knowledge and experience in understanding and resolving OCI issues
• Experience leading contractual due diligence and integrating contracts from M&A activity
• Detailed knowledge of government contract administration duties including subcontract flow downs, change management, inspection, acceptance, payment, warranty, close-out, and records retention
• Detailed knowledge and thorough understanding of proper drafting, negotiation, and use of subcontracts, purchase orders, teaming agreements, non-disclosure agreements, and other forms of agreements

Qualifications:
Clearance:
• Position requires a Top Secret (TS) security clearance / ability to obtain a TS

Required Skills:
• 20+ years of experience with leadership in contracts management, including overseeing large, complex proposals and negotiations
• Experience with leading large, geographically dispersed contracts organizations
• Knowledge of legal and regulatory requirements related to proposal preparation, contract negotiation, and the FAR, DFAR, and other US government procurement regulations
• Ability to display established relationships with senior acquisition and regulatory leaders

Education:
• Bachelor’s degree from an accredited college or university required, preferred field of study in Finance, Business or related field
