About Transmission and Distribution

Southern California Edison’s (SCE's) Transmission and Distribution Organizational Unit (T & D) is responsible for planning, engineering, constructing, operating, and maintaining transmission and distribution facilities throughout the 50,000-square-mile territory. T&D is the steward of roughly $19 billion in assets that safely and reliably deliver electricity to 15 million residents via SCE’s 5 million customer accounts.


Position Overview

This position is in SCE’s Vegetation Management (VM) Compliance and Support Department and reports directly to the VM Compliance and Support Senior Manager. The primary purpose of this position is to develop and manage the quality control process and methodology, as well as managing the implementation of the strategic sampling requirements that will ensure effective oversight of the entire VM process.


This position develops, manages, and implements the independent Quality Control (QC) inspection process which is the primary process used to determine the VM program is meeting program and regulatory requirements.  This position will be responsible for interacting with internal and external stakeholders, and resolving disputes between QC identified issues and contractors. 


This position will manage and review the monthly VM work activities, and based on a review of this completed work will identify the scope and develop the QC inspection work plan for the appropriate circuit miles/inventory that will be provided to QC contractors for inspection. This position will evaluate and create the QC work packages, provide the work packages on a monthly basis to QC inspectors while reinforcing performance expectations and monitoring the timely delivery of QC reports.  Reports will be reviewed for accuracy and to ensure that any vegetation conditions identified as not meeting compliance requirements are properly addressed. This position will work with VM Operations personnel to resolve technical disputes resulting from QC findings and ensure that unacceptable conditions identified as a result of the QC activities are appropriately remediated.  This individual will develop and manage the annual QC inspection plan and provide performance metric information based on the results of QC inspections that will be used for VM contractor performance score cards.  


Typical Responsibilities:

  • Developing, managing and reviewing ongoing VM work activities, and based on a review of this completed work identifies the work scope and develops a QC plan for the appropriate circuit miles/inventory that will be provided to QC contractors for inspection to ensure that appropriate QC standards and program objectives are being met. 
  • Developing and managing the QC inspection process including determining and implementing strategic sampling requirements to demonstrate compliance to regulations.
  • Developing and managing the execution of monthly QC work by QC contractors. 
  • Responsibility for program quality by ensuring QC contractors understand program requirements, expectations and deliverables. 
  • Providing direction and making strategic decisions regarding changing program scope, policy, development, and implementation. 
  • Managing and directing QC contractors to address issues and solve problems as necessary.
  • Reviewing results of QC inspections and providing management summaries and recommendations for performance improvement.
  • Working with VM Operations personnel to resolve technical disputes resulting from QC findings and exercises judgment to determine when issue resolution requires escalation. 
  • Representing the Company with QC contractors and resolves disputes as necessary.
  • Determining and managing vendor performance metrics related to QC results and recommending Corrective Actions for Vendor performance issues. 
  • Interacting regularly with all levels of management. 
  • Acting as a key consultant to management on QC related issues.


Minimum Qualifications

  • Seven or more years combined experience related to Quality Control/Quality Assurance programs and/or scheduling compliance related work.
  • Experience providing work to or overseeing work performed by contractors and/or third party vendors responsible for performing compliance related service work.

Desired Qualifications

  • Experience working under a heavily regulated and audited environment.
  • Experience working under a Quality Management System.
  • General knowledge of Vegetation Management Codes and Standards such as NERC. Standard FAC-003, GO95 Rule 35/37, Public Resource Codes 4292 & 4293.
  • Two or more years-experience applying statistical or judgmental sampling methodology.
  • Must be able to work in a fast paced and highly demanding work environment.
  • Proficient with Microsoft Office Word, Excel and Power Point.
  • Experience developing and implementing performance metrics.
  • Bachelor Degree.
