Training & Development Manager - Distance Learning & Education Systems
Leidos is seeking a Training and Development Manager to support an upcoming effort with one of our largest defense customers. This position requires 7+ years experience managing and supervising employees supporting distance learning methodologies, technologies, education/training system development/delivery integration and innovation for complex IT projects/operations of a nature similar in size and scope to Army National Guard Distributed Learning Program (DLP) and IT infrastructure projects. Skills you must have in order to be successful in this role: - Ability to manage approximately 400 DLP classrooms in 54 states/territories, outfitted with a variety of hardware, software, desktops, and network packages originally employed to support project objectives and interoperability requirements. About 25% of the classroom are portable to be transferred among locations within a state or territory to bring the classroom to the soldier. All classrooms are connected via GuardNet and are equipped with student workstations including a computer, monitor, keyboard, microphone, and headphones and is networked via Ethernet Local Area Network (LAN). Most classrooms have full audio/video and VTT capabilities, but some mobile ones only have wireless network capability. - Capability to lead approximately 80 classroom baseline technical refreshes per year to bring each classroom up to a minimally acceptable classroom technical learning environment. Experience reviewing work products and implementing innovative approaches to fulfilling requirements with current technologies and providing clear, technical guidance and direction to staff which lead to resolving difficult-to-solve technical problems in a Distance Learning environment and IT infrastructure. Experience prioritizing and managing work to critical project timelines in a fast-paced environment, developing new approaches to complex design problems. - Proven experience in deploying and sustaining training infrastructure and software to include optimizing system services/performance and maintaining metrics on availability. Provide operational monitoring and support to multiple databases, information technology, and enterprise network systems functioning and responding to customer issues 24/7. Manage Telecom Systems (terrestrial & SATCOM), Virtual Education Systems, Web Applications, Training Simulation Systems, and related Databases. support services, and Databases, Risk Management Framework (RMF), and Agile lifecycle. Lead network and systems integration teams in setting up data systems, providing reliable network connectivity, troubleshooting, recommending innovative approaches to configuration and administration of all assigned devices. - Proven experience prioritizing and managing work to critical project timelines and experience translating requirements into project plans and milestones compatible with earned value management (EVM) requirements and proven communication skills to present oral and /or written project status/plan briefings to the Government and corporate managers.
EDUCATION Appropriate degree from an accredited college, or equivalent experience/combined education, with professional experience and specialized training commensurate with assignment. B.S. Computer Science, Information Technology, Business Administration, Education Distance Learning or equivalent.
RELEVANT EXPERIENCE - Experience increasing enterprise operations efficiencies through process improvement by developing standard and ad hoc operating procedures, resulting in more consistent performance and improved customer support. - Experience leading and participating in Army Training efforts, and possessing knowledge of major Training system architecture and predictive analysis. Possess experience in managing Distance Learning environment help desk support, incident management and availability management. Required Certifications: One or more of these certifications Outside Plant (OSP) Designer: design and install OSP technology in aerial, underground and direct-buried infrastructures. Registered Telecommunications Project Manager (RTPM): manage information and communications technology projects Registered Communications Distribution Designer (RCDD): design, integrate, and implement networks and related infrastructure components across multiple disciplines and applications. Digital Video Engineering Professional (DVEP): design, analysis, testing, integration, deployment and troubleshooting of digital media systems. Security Requirements: Must be able to pass the National Agency Check with written Inquiries (NACI), National Trust, and a favorable completion of a Federal Bureau of Investigation (FBI) fingerprint check, or a DoD/DoE-determined equivalent investigation, or greater. Must possess or have the ability to obtain a Secret security clearance at contract start Desired Certifications: Instruction Technology Integration or Instructional Technology Design Information Technology Infrastructure Library (ITIL)v3 Foundation Project Management Professional (PMP ) Education B.S. Computer Science, Information Technology, Business Administration, Education Distance Learning or equivalent.
