The Testing Manager will be part of a larger team that supports a multi-vendor healthcare information

technology (IT) project for the Louisiana Department of Human Services.  The Testing Manager coordinates, plans, and facilitates the testing preparation, activities and tasks, and defines and implements IT testing practices and procedures for the project. The Testing Manager will oversee the process for all testing initiatives, including analysis of the client’s solution contractors’ unit, integration, and system test results, and identify issues in software or services. This includes creation of the test strategy and plans, oversight of testing tools, responsibility for processes and test scripts, preparation of test environments, ensuring that all requirements are tested, and reporting of defects and defect resolution. He/she will assist with planning and scheduling activities to support UAT and will lead the technical portion of UAT. The Testing Manager will rely on extensive experience and judgment to plan and accomplish goals.

Additional duties include:

  • Coordinate and oversee all testing efforts such as but not limited to Unit, System, Integration, Functional, Regression, Smoke, and Load/Performance Testing 
  • Participate in UAT testing and monitor defects, create defect reports, work with vendors and the Client to resolve the defects/bugs
  • Oversee and evaluate the setup and preparation of the test environments
  • Identify test cases, test scripts and test criteria to validate all requirements
  • Diagnose problems, recommend solutions, and determine if program requirements have been met
  • Categorize and accurately report, track, and prioritize defects resolution
  • Ensure that the various stages of testing have clear sign-off
  • Review and provide feedback on vendor test plans, types of testing, approach, tools, and test environments
  • Develop the Test Management Plan and develop or revised testing standards and processes 
  • Ensure software testing is done on-time and as planned and notify management about bottle-necks and other issues and risks 
  • Manage testing artifacts, including development of test cases and keeping the Requirements Traceability Matrix current related to testing activities 
  • Develop, monitor, and report on test entrance and exit criteria
  • Perform a variety of tasks while leading and directing the work of others on both solution vendor and Client teams

Employee is expected to undertake any additional duties as they are assigned by their Manager

Required Qualifications

  • Bachelor’s Degree or equivalent experience
  • Minimum 5 years of testing experience 
  • Advanced knowledge of Software Testing theories and practices  
  • Test Manager on 1 or more Eligibility, Medicaid or Human Services IT projects 
  • Experience in developing and using Test Automation, Test Strategy, Test Scripts and Test Plans 
  • Minimum 5 years Medicaid and/or Human Services project experience

Preferred Qualifications (Soft Skills, nice to have skills)

  • Experience in Software Development Life Cycle (SDLC) 
  • Experience with Agile, Waterfall and other Testing Methodologies 
  • Proficient with industry standard Testing Best Practices 
  • Test Certifications 
  • Business Analysis experience 
  • Works well in a team environment 
  • Detail oriented 
  • Organized 
  • Excellent Communication skills 
  • Knowledge of Six Sigma, CMM, CMMi and other industry standards 
  • Experience using test automation tools such as Rational Functional Tester 
  • Experience in setting up testing environments and knowledge of appropriately established and functional testing environments 
  • Familiar with SQL scripts and writing queries 
  • Defect/bug management and familiarity with defect management tools (Bugzilla, JIRA etc.) 
  • Experience with SharePoint 
  • Familiarity with maintaining the Requirements Traceability Matrix during testing activities
  • Creating testing requirements and test cases from design documents, functional requirements etc. 
  • Knowledge of testing phases, testing entrance and exit criteria 
  • Understanding of creating and maintaining testing data, including related to security and privacy considerations
  • Familiarity with development tools and development languages  
  • Experience with managing multiple groups with multiple testers
