Develops concepts, provides requirements analysis, performs modeling and simulations, cost estimations, cost benefit analysis, familiar with engineering standards, industry best practices and vendor road maps. Conducts project planning, risk identification and mitigation strategy, cost estimations, cost benefit analysis, application interoperability analysis, network connectivity resolution, and develops and manages software baselines as well as software obsolescence. Develops and follows standard operating procedures for common tasks to ensure quality of service. Designs, installs, and supports all software and hardware required to provide needed functionality, unified communications, and security. Responsible for leading and managing the support of IT testing operations, such as accessibility, functionality, usability, and Load/Stress testing. Maintains system requirements, system specifications, and manuals; develops new system requirements; supports technical change boards; develops and facilitates business processes; performs system performance and data analysis; provides corrective system resolutions; and collects and analyzes statistical data. Performs section 508 testing as needed. Manages all phases of the test plan, to include, analysis and design, planning and execution, identification and tracking of defects, and test automation. Provides operations support for complex issues escalated from the Operations team. Responsible for coordination with CMSsecurity team. Serves as escalation point for complex issues from lower tier operations staff.
10 years experience related to systems engineering design, implementation, and monitoring. Experience with managed service programs. Knowledge of various end user platforms e.g., Windows, Mac OS, iOS, Android. Experience with end user computing platforms. Experience implementing, configuring and support Unified Communications platforms such as CISCO and Avaya. Experience in the followign domains is relevant to the individuals success in this role: Device Imaging, Cloud Email in Office 365 and Google Drive, Cisco Spark, Mobile Platform Managemement including Apple and Android product offerings. Experience in developing highly available services including continuity management, migration and upgrade support, transitions to operations, and lean engineering principles.
