The Technical Writer is responsible for the authoring / updating of Standard Operating Procedures, root cause analyses, user manuals, training materials, technical diagrams, briefs and reports in support of Indian Health Services (IHS) Enterprise Architecture Program.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.

Researches, outlines, writes and edits new and existing content, working closely with various departments to understand project requirements.
Independently gathers information from subject matter experts to develop, organize and write procedure manuals, training guides, technical specifications and process documentation.
Analyzes and documents business requirements. Gathers business requirements using different requirements gathering techniques (e.g. interviews, surveys, meetings, etc.).
Creates SOPs, frequently asked questions, process descriptions, data dictionaries and other technical documents/materials as required to streamline current processes or improve efficiency with new procedures based on customer requirements.
Conducts, coordinates and performs user acceptance tests, user walk-through sessions and other ways to test the designs as well as create test plans to ensure adherence to specifications.
Creates and presents process flows, information architecture and site maps for complex applications.
Works with development and support leads to identify all documentation repositories, revise and edit, and determine the best solution for data compilation and centralized storage.
Acts as a liaison between the Application Development team and the business stakeholders.
Interviews Subject Matter Experts and translates complex information into easily understood structured polished documents.
Regularly reviews, edits, and proofs documents. Converts document into standard template formats ready for delivery to the customer.
Reviews, develops, and edits complex written and graphical technical materials, including system configurations, interface control documents, system workflow diagrams, drawings, white papers, studies and other materials.
Ensures compliance with industry standards and best practices of style and format. Excellent usage of the English language and overall structure and organization of material to create professional documentation.
Works in a team environment and is expected to assist other team members as needed.
Responsible for adherence to qualitative and quantitative standards as established to meet contractual obligations and changing business requirements.
Responsible for aiding in own self-development by being available and receptive to all training made available by the company.
Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.
Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.
EDUCATION / EXPERIENCE
Bachelor’s degree in scientific/technical discipline and a minimum of 10 years’ of experience. Eighteen (18) years’ of relevant experience may be substituted for degree. Must be experienced Power Point/Visio expert. Experience with creating senior executive level presentations. Must provide Technical Wring examples. Examples must be in Visio and PowerPoint.
CERTIFICATES, LICENSES, REGISTRATION
This position requires possession of or the ability to obtain and maintain a security clearance
STC Certification or other industry relevant certification a plus
U.S. citizens only due to government or federal requirement

Ability to effectively present information to top management, public groups, and / or boards of directors.
Ability to calculate figures and amounts such as discounts, interest, commission, proportions, percentages, area, circumference and volume. Ability to apply concepts of basic algebra and geometry.
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interrupt an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
