The Technical Service and Projects Manager leads the technical support, process development, analytical, process control, process safety management, and project engineering activities for the refinery. The position reports to the Refinery General Manager and sits on the Leadership Team.


• Provides guidance to the Technical Service engineers supporting to the operating units. Aids in troubleshooting and making technical recommendations to ensure safety, environmental, commercial and operations concerns have been addressed. Supports improvement and optimization efforts

• Ensures that corporate and industry best practice unit monitoring KPIs are established and followed, including developing and stewarding compliance with integrity operating windows

• Leads project development, including identifying projects, preparing economics and AFE preparation

• Oversees PSM programs and ensures that all action items are closed and PHA revalidations are completed consistent with regulatory and corporate expectations

• Ensures consistent adherence to the MOC process

• Oversees process control activities, including DCS infrastructure and advanced process control applications

• Oversees the control laboratory including unit monitoring and product certification

• Leads the annual capital budget development process

• Leads project engineering including detailed design and cost estimating, schedule preparation, implementation and start-up

• Participates in the Emergency Operations Center and is available to support refinery operation as required, including off-hours, nights and weekends

• Works closely with the operating and commercial teams to identify and drive value

• Works closely with the reliability team to support fixed and rotating equipment improvements

• Works closely with the commercial team to support LP model development and calibration

• Mentors the individuals in the Technical Department and ensures career development plans are created and stewarded


• Bachelor's degree in Engineering, Chemical Engineering preferred

• A minimum of 12 years industry experience and 3 years of leadership experience


• Able to work effectively across organizational boundaries and lead through influence

• Familiar with process modeling and simulation software

• Able to multitask and handle multiple projects and deadlines

• Strong analytical and problem-solving skills

• Able to communicate effectively with all levels of the organization


• Experience in refinery operations and planning/commercial roles
