SAIC's National Intelligence Community (NIC) business unit provides solutions and services supporting digital modernization programs in areas such as system engineering, cloud computing, cyber security, data science and analytics, artificial intelligence / machine learning, application development, DevSecOps, network operations, and secure communications.

The Technical Proposal Writer's role involves crafting compelling content for technical proposals and responses to federal contract opportunities. This encompasses all aspects of the response, such as Executive Summaries, Technical Content, Past Performance, Staffing/Management Content, and Resumes, ensuring alignment with the objectives and requirements of the opportunity. The ideal candidate will possess the skill to write proficiently, conveying approaches that quickly interpret SAIC's offerings and articulate these in language that resonates with technical users and decision-makers. This position works closely with senior leadership and requires someone who has a broad technical background, well organized, and passionate about delivering winning proposals.

Responsibilities:
  • Craft and enhance a compliant, engaging technical proposal narrative that clearly delineates strengths, winning themes, distinct advantages, and the business value proposition within the context of the customer's ecosystem and the requirements of the opportunity.
  • Create detailed proposal content by conducting interviews with technical, program, and management personnel.
  • Comply with the timelines and deadlines set by the proposal manager and manage time proactively.
  • Conduct research, draft preliminary guidance materials and documentation, assess technical options, and endorse the optimal choice.
  • Participate in comprehensive quality, compliance, and completeness evaluations of each response to an opportunity, including involvement in color reviews and content refinement based on feedback from review teams and guidance from the capture or proposal manager.
  • Formulate a strategy for ongoing collection of technical data.
Qualifications

Required:
  • Active Secret clearance
  • Bachelor's degree in Computer Science or Technology-related Discipline
  • Minimum of 2 years of experience working in the proposal development/response environment writing competitive and winning proposals
  • Experience within the cleared government contracting environment
  • Technical writing experience in some/all of the following domains: System engineering, Cloud computing, Cyber security, Data science and analytics, Artificial Intelligence (AI), Machine Learning (ML), Application development, Network operations, Secure communications, DevSecOps
  • Capability to convert business issues into viable, scalable technical solutions, presented narratively or graphically.
  • Exceptional writing, communication, and interpersonal abilities.
  • Meticulous attention to detail with a strict observance of schedules and deadlines.
  • Flexibility to work evenings and weekends when necessary to meet writing deadlines or coordinate with operational/contractor staff during off-hours.
  • Proficiency in multitasking and prioritizing in a dynamic, demanding, and deadline-oriented setting.
  • Strong proficiency with MS Office suite (Word, Excel, PowerPoint, Teams, SharePoint) and Adobe PDF.
Desired:
  • Active TS or higher security clearance
  • Knowledge of Business Development Lifecycle practices, such as Shipley methodologies.
