The Data Capture Technical Program Manager will be responsible for leading a team to shape the Paper Data Capture Center (PDC) facility planning, construction, implementation, execution, management and close down. Two locations are envisioned for this project (although alternate/backup locations may need to be identified). The size and scope of the facilities will require an estimated 1,000 people (each) with all necessary equipment and infrastructure laid out in a footprint that will be in the 100,000 ft2 arena.
The Technical Program Manager will provide strategic guidance to teams in ways that promote the company’s culture and business growth strategies. You will also oversee the successful progress of operations on multiple projects. The Technical Program Manager will be an excellent leader and will have experience in managing staff of different disciplines to produce results in a timely manner. You will also be able to develop efficient strategies and proposals, create schedules, deliver business and technical oral presentations to corporate and government leadership, and coordinate communication among varied customer stakeholders. The goal is to ensure that all programs deliver the desired outcome to our organization and the customer.
-Project Management: Effectively plan, monitor and manage cost, schedule, scope, risk and quality delivery of a $15M+ annual program.
-Resource Management: Ensure efficient staffing of open position on the program with highly qualified and quality resources. Ensure compliance with appropriate regulations and job requirements.
-Collaborate with Subcontract partners to leverage expertise for quality execution.
-Program Performance: Actively monitor and ensure the highest quality deliverables are provided to the customer on time.
-Business Management: Identify opportunities for top line revenue growth that contribute to achieving the customers mission. Ensure program delivery achieves profitability targets. Proposal writing and coordination experience, demonstrated understanding of cost estimation and basis of estimate definition.
-Team Leadership: Partner with technical leadership to manage and mentor a team of employees and contract resources all focused on delivering for our customer.
-Implement performance management baseline.
-Establish performance objectives for new employees.
-Staff resources on program on time, per defined accurate staffing plan.
-Maintain Monthly Cost and Schedule variance of no more than +/- 10%, and achieve Monthly ETC accuracy of +/- 5%.
-Collaborate (and lead where appropriate) the development of Infrastructure documentation to meet government requirements such as, but not limited to: Analysis of Alternatives (AoA) for PDC Operations; Identification of optimum production flows; Crafting of PDC Concept of Operations; Standard Operating Procedures; Personnel Accommodations (e.g. operations, recruitment, administrative and management).
-Work collaborativelywith Operations and Technical integration teams in the Washington Metropolitan Area and remote locations.
-Lead team to support the documentation, and timely realization, of the artifacts and deliverables to meet specific requirements.
-Act as liaison to support teams and client during design, ramp-up and preparation.
-Use effective troubleshootingexperience to resolve emerging operations, support, engineering and/or other areas to ensure successful segment level PDC capability requirement identification and design.
-Experiencewith paper data capture or a data center migration experience is required.
-Bachelor’s Degree in a relevant major from an accredited college or university.
-14+ years of experience in program/project management planning and leading government IT integration programs of similar size ($15-25M) and complexity. Master’s Degree substitutes for 2years of experience.
-Demonstrated understanding of program/project management techniques and methods, such as earned value management, risk management.
-Demonstrated business acumen such as: Managing revenue stream, profitability, subcontract management, negotiation, resource management & leadership.
-Demonstrated understanding of System Engineering concepts and methodologies.
-Demonstrated experience leading, mentoring and managing a team of 10-20 employees.
-Exceptional written communication skills, including conveying technical information and complicated ideas into language and concepts easily understood by others, proper grammar and mechanics, and editing/revising skills.
-Proficient with Microsoft Office Suite including Word, PowerPoint, Visio, Excel.
-Ability to obtain Public Trust Clearance.
-Proven record of success in planning, leading, managing, controlling operations of 100+ individuals.
-Understanding of IT infrastructurewith the ability lead and manage installation, and operational use of installed equipment.
-Experience developing and managing budgets for both equipment, and personnel.
-Mature individual that can manage, lead and motivate a diverse workforce.
