Location - This role is hybrid with a mix of remote and in-person. Work primarily takes place at North Campus and Enterprise Square, Edmonton.

The Technical Manager of Core Technology Services is a pivotal leadership role reporting to the Senior Manager of Enterprise Systems within Enterprise Applications, responsible for the end-to-end technical lifecycle of the University's Oracle PeopleSoft and cloud-enabled platforms. Operating as a technology leader, the incumbent translates needs into actionable roadmaps, complex execution schedules, and expert technical designs. Balancing short and long-term planning with precise execution, this role ensures all product implementations and large-scale upgrades are delivered with technical alignment and minimal risk to the university community.

In addition to planning and leadership, the position acts as the primary orchestrator of a complex global ecosystem under a hybrid outsourcing model. The incumbent synchronizes internal developers, IST peers, and external managed service providers across on-site, on-shore, and off-shore teams into a unified technical delivery unit. As a guardian of technical governance and quality, the Technical Manager enforces development protocols & standards, change control management practices, and the maintenance of technical documentation. By overseeing the full development lifecycle through to production support, this role maintains the integrity, scalability, and security as technical assets of the core enterprise resource planning and student information system.

Responsibilities

  • Direct the technical architecture, development, and maintenance of the University's Oracle PeopleSoft ecosystem (Human Capital Management, Financials and Campus Solutions) and integrated Oracle cloud-enabled platforms to ensure optimal stability, security and performance.
  • Manage and coordinate a hybrid delivery team composed of internal developers, IST peers, and external global managed service providers (onshore/offshore) to meet project deadlines and strict operational SLAs.
  • Oversee the end-to-end development lifecycle, managing environment strategies, complex REST/SOAP API integrations, and continuous upgrade cycles like PeopleSoft Update Manager (PUM) and PeopleTools upgrades.
  • Establish and enforce institutional standards for coding, technical design, and system documentation, while driving rigorous peer reviews and de-customization efforts to reduce technical debt.
  • Act as the primary escalation point for critical technical incidents, driving performance tuning and collaborating with external vendors (application & infrastructure managed service providers and new development services vendors) and stakeholders to maintain application dependability.
  • Supervise, mentor, and evaluate a specialized technical team, utilizing full authority for hiring, discipline, and termination in accordance with institutional goals and applicable collective agreements.


Qualifications

  • Minimum of 8 years of technical experience, including 3+ years in leadership or managerial capacity within a complex IT ecosystem supporting enterprise resource planning and student information systems.
  • Demonstrated expertise in PeopleSoft application functionality, architecture, and integration with a strong understanding of complex business processes.
  • Direct experience leading at least two full-lifecycle PeopleSoft application and PeopleTools upgrades, demonstrating a clear understanding of version currency and migration strategies.
  • Direct experience with Oracle PeopleSoft extended cloud services and third party service providers is preferred.
  • Proven ability to lead complex teams and manage multiple priorities in a fast-paced environment.
  • Exceptional communication skills-verbal, written, and presentation-with the ability to engage diverse stakeholders.
  • Experience working within large, multi-faceted organizations, preferably in higher education, public-sector administration, or similarly complex environments.
  • Familiarity with ITIL or similar service management frameworks in an enterprise application environment.
