The Technical Delivery Lead plays an instrumental role in portfolio projects and initiatives impacting, but not limited to, Claims and Enrollment systems. The lead will be responsible for ensuring all technical project deliverables are delivered on budget, on schedule. He/she will work closely with the project manager, QA test lead, various IT System Leads and business stakeholders to ensure alignment on project scope, schedule, budget, and resources. The technical delivery lead will work closely with the PM and system leads to ensure system changes are delivered accordingly to schedule and dependencies. He/she will transform the Conceptual Architecture Design (CAD) into a more detailed solution design that will be used by the project technical teams to implement. The Associate will work with the project team to identify, mitigate, manage, and communicate risks and issues. The lead will be responsible for communicating with project stakeholders, steering committee members, and Enterprise Technology leaders on a re-occurring, as needed basis.
Provide leadership and guidance to development team and project managers, drive process adherence to the solution development life cycle.
Keep stakeholders well informed of status of development effort and serve as liaison between development staff and business partners. Communicate complex technical topics to non-technical resources and leadership. Provide technical guidance on alternative approaches to issues that arise.
Drive technical solutions for work initiatives ranging from large scale complex system and business intelligence implementations, maintenance and enhancements, production support and technology upgrades across the solution delivery teams scope of applications and processes.
Be accountable for the technical direction of the design, development, and implementation of a solution, ensuring sustainable and measurable continuous improvement is achieved.
Ensure vendor partners have sufficient technical resources with the expertise necessary to deliver on duration, financial, and delivery commitments. Manage vendor interaction and expectations for multiple or large-scale development efforts.
Partner with other IT functions (e.g., architecture, security, infrastructure, data warehouse) to assess impacts of their initiatives and ensure our technical solutions are aligned with overall IT direction.
Maintain knowledge of emerging technologies; prepares and continuously updates technical documentation for applications. Provide guidance on technology roadmap activities that will ensure our solutions are operating on technology that is current, maintainable, and supportable.
Act as focal point for any project escalations within delivery area. Ensure proper tracking and timely resolution.
Perform technical functions vendors cannot, due to company security policies.
Experience & Qualifications:
Minimum BA or BS degree in Systems, IT, Business Management, related degree, or equivalent work experience. Master’s degree a plus.
Minimum 7 years of vendor management experience.
Possesses knowledge of cloud technologies and internet systems architectures.
Ability to effectively triage issues across multiple systems, vendors and drive technical resolution.
Proven communication, interpersonal, analytical, and organizational skills.
Ability to lead and mentor.
Proven ability to drive teams to successful completion under tight timelines and budgets.
Experience in managing technology vendor partners (both onsite and offshore) including product strategy and road-mapping, release management, upgrades, and ongoing support.
Healthcare experience a plus.
Demonstrated commitment to the enforcement of security and data privacy rules.
Proven triaging skills, release/code management and data interpretation capabilities.
Demonstrated knowledge of code builds, management, migrations, debugging, and associated tools.
Experience working with software vendors on development / release management of software products and platforms developed and implemented at or for BCBSMA
Ability to thrive on virtual teams comprising onshore/offshore and local/remote.
Project Management Professional (PMP) certification a plus.
Technical certification(s) a plus.
