This Technical Architect will be a valued member of the MD THINK Project team supporting the Maryland Department of Human Services (DHS). The Technical Architect will work to ensure that the clients business needs are met by assessing if the project artifacts are meeting the client’s requirements as well as providing valuable Technical Architecture subject matter expertise through consultation with the client as they modernize the enterprise eligibility services. The candidate will initially participate in developing the integration plan for multiple enterprise systems supporting eligibility services.  Then the candidate will perform IV&V tasks by collecting, and analyzing information to ensure requirements and business needs are met during the transition to MD THINK enterprise structure. The Technical Architect will ensure the system components being defined and procured will appropriately integrate with each other to provide a complete solution for the client.  In addition, you will work directly with the vendors, business users and the client to provide recommendations to the project team on project issues, risks and the direction.

Additional duties include:

  • Perform Periodic Assessment Activities with focus on technical artifacts
  • Assess technical compliance of systems with specified requirements as well as CMS Conditions and Standards
  • Review contractor deliverables and processes for quality, completeness and technical accuracy
  • Review and make recommendations to MD THINK technical architecture
  • Review and make written recommendations for project software development documents
  • Review and make written recommendations for data sharing activities and database design activities to ensure data integrity
  • Evaluate and make written recommendations to ensure system capacity is adequate to support the functional and non-functional requirements
  • Performance of Operational Contingency Planning Assessment & Validation and support all phases of the project life cycle
  • Develop client deliverables in accordance with project requirements and company documentation standards
  • Review and assess project documents and plans for quality, completeness, compliance, and effectiveness
  • Review major deliverables from partner contractors
  • Identify and report project issues and risks
  • Attend project and status meetings
  • Interface with client, vendor, and business users
  • Research and provide recommendations to the client on critical business decisions
  • Collaborate with other team members to provide subject matter expertise and assistance as applicable
  • Ensure that all project identified processes and methodologies are executed and followed as applicable

Employee is expected to undertake any additional duties as they are assigned by their Manager

Minimum Qualifications

  • Bachelor's degree
  • Minimum 6years of experience
  • Understand standard Medicaid and / or Eligibility system architectures, networks, and data exchange formats
  • Understand CMS Conditions and Standards
  • Project Quality Assurance & Assessment Experience
  • Knowledgeable of the PMBOK
  • Experience in providing evaluation services and project auditing, in Human Services or Healthcare IT industry
  • Minimum of 3years of experienceworking with an MMIS, Healthcare or Eligibility system
  • Experience working on large, complex systems projects

  • Ability to communicate technical concepts to non-technical audience
  • Ability to review and summarize system documentation for complex systems
  • Ability to work independently and manage work to a defined schedule
  • Strong written and verbal communication skills
  • Experience conducting meetings, interviews and making presentations
  • Experienceworking with Data Warehouse and / or Decision Support System
  • Strong problem-solving and customer service skills
  • Team player and a consistent, dependable performer with an excellent work ethic, flexible “can-do” attitude, and a results-driven commitment to success
  • Ability to apply industry best practices and future state/federal mandates to existing systems
  • Excels at using quantitative data to drive recommendations and decisions
  • Knowledge of CMS Certification process and requirements
  • Knowledge of industry standards, PMI, CMMI, NIST, and IEEE
  • Working knowledge of HIPAA, ARRA, ACA, and othersecurity requirements is a plus
